Renovation of a financial development in Chehalis, Washington. Completed plans call for the renovation of a financial development.

Lewis County is seeking proposals from qualified firms to design, supply, and install a fire detection system in a former bank and office building at 2015 NE Kresky Ave in Chehalis, WA, which Lewis County is renovating into a night-by-night homeless shelter. The change of occupancy from bank to shelter will require the installation of a fire detection system, which must interact with a fire suppression system (being newly designed and installed). This Request for Proposals under RCW 39.04.290 seeks a firm to design, supply, and install an appropriate fire detection system in accordance with all requirements, and in consultation/coordination with Lewis County's architectural firm (BCRA), construction manager (Valley View), and to the extent needed the fire suppression system designer. Selection will be based on compliance with the RFP, experience, reputation, qualifications, quality of proposed service/products, ability to perform the work, speed of performance, pricing, and references. It is not the case that the lowest responsible bidder will be selected; price is only one factor among others. This project is subject to state funding requirements. The installation will be subject to prevailing wage, a 20% apprenticeship requirement, and compliance with Evergreen Sustainable Design Standards (ESDS). ESDS compliance can affect the types of materials that can be used (e.g., requirements about adhesives/sealants or insulation) and may require certain energy practices. The installer will have to supply documentation that it met the requirements. Lewis County will endeavor to answer those questions to improve the quality of the proposals. This RFP is for design, supply, and installation of a fire detection system at 2015 NE Kresky Ave, Chehalis, a former bank being renovated into a night-by-night homeless shelter. The County has determined that the Gamewell/FCI S3 systems are the preferred platform for these systems to integrate with the existing Gamewell/FCI CLSS network. The system must be a basic fire detection systems (including smoke and carbon monoxide if and as required by code), with appropriate detectors, horn/strobes, pull stations if and as required by code, plus a building sprinkler monitoring component as well. The applicable codes for this project are the 2018 International Building Code, 2018 International Fire Code, 2018 International Existing Building Code, 2018 Uniform Plumbing Code, 2017 National Electric Code, 2016 NFPA 13, and 2016 NFPA 13R. Specifications for the design are below. A proposal may, based on the applicant's qualifications and experience, deviate from specifications marked with an asterisk (*) if the following are true: (1) the proposal clearly indicates that it is changing one of the specifications and how it is doing so; (2) the changes are compliant with all applicable codes and standards, and (3) the changes would result in a high quality product at a more reasonable price. Contractor to provide, install, program and demonstrate fire alarm equipment as outlined in this scope: Includes all materials and labor required for the engineering and design, permitting, and installation of the system, in coordination with the contract project manager and architectural firm.* Provide design and drawings for AHJ approval prior to installation. Plans must be stamped by an appropriate design professional in compliance with Washington law and any relevant Chehalis Municipal Code. Provide equipment, installation, programming, testing to provide a fully functioning system that functions as a node on the CLSS platform. Provide AHJ testing for owner and Fire Marshall. All materials and components supplied and installed in the system shall be new.* The scope of work shall include system installation, any associated electrical work, and any cutting, removal or adjustment, and re-installation of the ceiling tiles.* The design and installation must provide all appropriate means to interface with the building fire suppression system. All holes made by the Contractor in any wall, ceiling, or floor shall be patched by Contractor, restoring the wall, ceiling, floor or member to its original condition, fire resistance, and integrity.* All equipment shall be installed in accordance with manufacturers' instructions. All special tools recommended by the manufacturer shall be used.* All equipment and materials prior to installation shall be clean inside and outside. All waste material such as chips, filings, welding stubs, dirt, rags, debris, and any other foreign material shall be removed from the components before assembly. Contractor shall provide all equipment necessary for installation and testing of all portions of the system. Contractor shall remove all such equipment at the end of the job.
