The Stearns County Highway Department requests a proposal from your firm to provide professional engineering services for the design of CSAH 2 between 421 st Street and CSAH 1 in northeastern Stearns County. Stearns County wishes to enter into a professional engineering services contract for the work described in this request. All work shall comply with the procedures, requirements and regulations of MnDOT, Office of State Aid for Local Transportation, Stearns County, and other State and Federal agencies as required. The intent and scope of work will include all tasks required to prepare a complete set of detailed construction plans. Information from the detailed design will be used by County personnel to finalize right-of-way acquisition, prepare bid proposal package, and let bids. The project special provisions packet shall be submitted as a Microsoft Word file. The county will incorporate the special provisions into a bid proposal packet suitable for bidding. Final consultant selection will be based on project understanding, cost, schedule, proposed project personnel and previous experience with similar projects. The selected consultant will design and submit 60 and 95 percent plans for review before final plan submittal. There should also be an opportunity for a concept review once options are developed for the existing 30 mph horizontal curve prior to submittal of the 60 percent plan. Final design will include preparing detailed construction plans for the project, including any necessary grading work, paving, erosion and sediment control, Storm Water Pollution Prevention Plan (SWPPP), traffic control and staging, striping, and all other information required to complete the plans for bidding. In addition, information on construction cost estimates, right-ofway requirements, construction limits and utility relocations will need to be assembled and incorporated into the final deliverables. The county will assist the consultant with the public input process, but the consultant will be expected to provide all display materials for the meeting Public Information Meeting Materials and Attendance, to include large color layouts of the proposed project area and attendance by at least one member of the consultant team. County staff will mail invites and secure a location for the public meeting in the general project area. This meeting should occur shortly after any concepts are approved by county staff. Cost Estimates, to include cost estimates for the 60, 95 and 100 percent completion thresholds. Cost estimates will be needed to ensure that enough funding is set aside for the construction of this project. Cost estimates will also be used to ensure that construction bids are appropriate.
