The City of Glendale (City) owns and operates the West Area Water Reclamation Facility (WAWRF), located at 5901 N. Glen Harbor Boulevard, Glendale, AZ. This facility treats effluent which can be used by contract customers at various reuse lakes and for recharge at the West Area Aquifer Recharge Facility. All raw sewage flow to the WAWRF is scalped from the 48-inch Camelback Interceptor at a diversion structure located at Camelback Road between 99th Avenue and State Route 101. Raw sewage flows by gravity to the Raw Sewage Pump Station (RSPS) wet well, located within the Camelback Interceptor site. The raw sewage is pumped through a 24-inch force main pipeline, routed along Camelback Road, approximately 2.75 miles, to the WAWRF. The RSPS force main was identified as critical infrastructure necessary for the continued reliable operation of the WAWRF. The assessment identified several locations where significant defects were found showing the pipeline to be vulnerable to failure. This project will be for either the rehabilitation of the force main or the replacement. Rehabilitation may include in-situ repair methods such as compression fit slip lining or cured in-place from the RSPS to the WAWRF. If replacement is preferred a new force main may be installed in the same alignment or an alternative alignment. SCOPE OF WORK The City is seeking a qualified Construction Manager at Risk (CMAR) to provide pre-construction and construction services during the design and construction phases of this project. The CMAR will provide pre-construction management services during the design phase of the project and may serve as the general contractor for the construction phase of the project, if it is determined to be in the City's best interest. The CMAR will be responsible for construction means and methods and will be required to self-perform at least forty-five percent of the construction work.
