The City of Charleston is seeking bids for rebuilding and renovations City Service Center build out project. an interior remodel of the City Service Center for combining the Planning and Building Department into the Office of Development Services, relocating the Parking Operations Center, and eliminating the Office of Public Art, all located at 915 Quarrier Street, East which are located on the ground floor of the south side of parking building number one. The work will include interior demolition and new construction. The details contained in the following specifications and drawings are not designed to exclude any manufacturer from bidding but are offered as a means of describing the needs of the City of Charleston. Q & A Deadline: 08/02/2024 03:00 PM EDT These specifications are intended to supplement the drawings for an interior remodel of the City Service Center for combining the Planning and Building Department into the Office of Development Services, relocating the Parking Operations Center, and eliminating the Office of Public Art, all located at 915 Quarrier Street, East which are located on the ground floor of the south side of parking building number one. The work will include interior demolition and new construction. The project will be worked on in phases to maintain continuity of services provided by the various city departments. The details contained in the following specifications and drawings are not designed to exclude any manufacturer from bidding but are offered as a means of describing the needs of the City of Charleston. Where brand names are used, the words "or equal" are assumed to follow. All materials and colors shall match the existing to the greatest extent possible. All specifications are minimum requirements unless otherwise stated. Any deviations from the stated specifications must be described in detail. The merit of such deviations will be considered regarding the City of Charleston's intended use. Dust control and other measures will need to be implemented when working adjacent to occupied offices. All work must comply with the International Building Codes. Work Hours: The project is broken down into phases to minimize the impact on the city offices, which must remain open weekdays from 8:00 am to 5:00 pm. Construction will take place predominantly Monday through Friday from 2:00 pm to 10:00 pm unless other arrangements are agreed upon by the City Work Hours: The project is broken down into phases to minimize the impact on the city offices, which must remain open weekdays from 8:00 am to 5:00 pm. Demolition: The contractor is responsible for securing the necessary dumpsters and all waste removal. Wall: Walls are to 5/8" drywall over 4" metal studs with 4" black cove base, and painted, all to match existing. Batt insulation shall be used in walls of the three offices in the Parking Operations Center. Ceiling: The ceiling is comprised of a 2'x4' drop ceiling. The drop ceiling lights, returns, and diffusers will need to be relocated to accommodate the changes as shown on the floor plans. Additional lights, returns, and diffusers may be needed. Each room must have its own light switch to control the lights located in that room. Floors: The floor finishes are carpet tiles and vinyl composite tiles. The floor plan indicates the approximate location where the carpet tiles and viny composite tiles remain and where new is required. New carpet tiles shall be 24"x24"Mohawk Aladdin Breaking News 2B178 heavy traffic commercial carpet squares (or equal) (color "On Demand 078") to match the existing and laid in a checkboard pattern. New vinyl composite tiles shall match the existing and laid in a checkboard pattern. HVAC: As shown on the plans, HVAC Zone 1 will be increased by approximately 680 SF and HVAC Zone 2 will be reduced in area by approximately 680 SF. The systems will need to be rebalanced to accommodate this change. Ductwork will need to be modified. Electrical and date lines: Remove and add electrical lines and data lines as shown on the plans. Reuse existing circuits were possible. Any abandoned lines shall be removed back to the first junction box. Doors and frames: All doors shall be knock down frames, 36" metal doors, and locking hardware, and painted, all to match existing. Counter and cabinets: Inspectors' office: countertop, cabinets - including uppers and lowers, and stainless-steel single bowl sink shall be provided as shown on the plans. An allowance shall be made for mid-range quality relating to the cabinets, sinks, hardware and laminate countertop for the city to choose from, including color. Parking Operations Center: countertop and cabinets - including uppers and lowers, shall be provided as shown on the plans. Parking Operations Center: Sliding pass-thru windows with 24" wide counters with a laminate countertop. Color to be chosen by the City. Sliding pass-thru window shall be C.R. Laurence Co. Inc., model Barbara D1029 (window slides to clerk's right) with keyed lock or equivalent with 1/4 " tempered glazing. Furniture and cubicles: To be furnished and installed by others. Delays: Notify the city immediately of any delays including but not limited to equipment, materials, and labor shortages. If any delays impact the project timeline, approval must be granted in writing by the Project Manager. Time of Completion: The project shall be substantially complete within three (3) months after the Notice to Proceed is issued. All work shall be performed on a Monday through Friday schedule unless otherwise approved by the Project Manager.
