The Kent County Purchasing Division is soliciting bids for hazardous material abatement identification services at 750 Fuller Ave NE Grand Rapids MI, 49503 (the "Property"). The selected consultant is to inspect the Property for recognized environmental conditions and potentially hazardous materials including asbestos, asbestos containing materials, lead paint, PCBcontaining equipment and classify them in a deliverable report. Pending the results of the inspection and testing, the County may choose to award design phase services with developing a scope of work, plans and specifications for an abatement contractor as an additional phase of work. In addition to the main hospital building, the Property includes a power plant and maintenance building. The power plant and the tunnel leading to it will be demolished. The maintenance building may also be demolished and shall also have identification of hazardous materials for abatement; however, this section of the deliverable report shall be separated in case the maintenance building is salvaged. The Property has had various uses including an acute care hospital facility and, most recently, as an inpatient rehabilitation center. Kent County is looking to begin demolishing the Property potentially as soon as October 2024. Patients and most staff have vacated the building with approximately eight (8) Corewell staff remaining. Work is to be performed during normal business hours Mon-Fri 8am-5pm unless preauthorized arrangements are made with Kent County Facilities. Once the project is started, work will be continuous until the point of completion. The solicited work is conditioned upon the availability of government funds appropriated or allocated for the payment of this obligation. The County shall notify the Respondent at the earliest possible time if the decision is made not to proceed with abatement identification services. No penalty shall accrue to either party in the event this provision is exercised, and neither party shall be obligated or liable for any further commitments or for any damages because of termination for this location. SCOPE The work includes the following: o Submit a project plan with time frame for completion of all requirements for defining materials requiring abatement to demolish the structure pursuant to any and all applicable local, State, and Federal requirements, including but not limited to asbestos, asbestos containing materials, lead paint, and PCB-containing equipment. o Provide all necessary labor, materials, equipment, and documentation to identify the abatement that will be performed prior to the demolition and/or removal of designated structures including any universal waste encountered. o Compliance with all applicable laws, rules, and ordinances. o Conduct appropriate intrusive and destructive investigation. Refrain from undertaking any intrusive or destructive investigation on those portions of the site that will not be subject to demolition or removal. o Refrain from any actions that may result in a health, environmental, or safety hazard or nuisance. o All work performed with appropriate skill and care in accordance with generally recognized and customary practices of environmental professionals. Kent County is responsible for the following: o Providing access to the building. o Providing existing floor plans of the building - *Floor plans are not guaranteed to be perfect. All rooms should be field verified by the interested bidders* Dimensions, if furnished, are for general reference only and should be verified by Respondent. Kent County will award and contract for the goods and services in this Solicitation in an efficient and timely manner. In no event will notification of award be more than 45 days from the date of submission. The Kent County Standard Submission Terms posted on the Bid Opportunities page of the Kent County Purchasing Division website are incorporated by reference and shall be deemed to have the same force and effect as if fully set forth herein. INQUIRIES Any and all communication regarding this Solicitation shall be on the Kent County Purchasing Division Inquiry Blog via the Bid Opportunities page or during pre-proposal meetings. Kent County reserves the right to determine the response format or not respond, at its sole discretion. CONTRACT Respondent shall agree to the terms and execute project specific contract(s) in accordance with a contract drafted and provided by the County. REFERENCES Provide 3 references of current/past customers who can verify the quality of products and/or services of similar size and scope your company provides. References may not include any current/past Kent County employees. BID BOND No Bid Bond is required if Respondent's offer is less than $500,000. If the offer is withdrawn after Solicitation opening, Respondent may be removed from the Bidder's List ("Vendor Registration") pursuant to Kent County Purchasing Central Purchasing and Open Market Procedures for Goods and Services section D.13 Failure to Perform Satisfactory. Each offer over $500,000 must be accompanied by a Bid Bond executed by the Respondent and payable to County of Kent for 5% of the total amount of the offer. Attorneys-in-fact who sign Bid Bonds, Payment Bonds or Performance Bonds must file a certified dated copy of their Power of Attorney. A certified check, bank draft, cashier's check, or negotiable U.S. Government bond (at par value) may be submitted In lieu of a Bid Bond. Personal checks are NOT acceptable. If requested, the Original Bid Bond must be received by the Kent County Purchasing Division within 2 business days of request. Bid Bonds of unsuccessful Respondents will be returned after the Solicitation is awarded. The Bid Bond of the successful Respondent will be retained until the contract is fully executed by all parties involved. PERFORMANCE AND PAYMENT BOND Each contract over $50,000 must be accompanied by a Performance Bond and a Payment Bond, each payable to the Owner (County of Kent) and each in the amount of 100% of the contract price with a corporate surety approved by the funding agency, for the faithful performance of the contract.
