J R. Moran was apparent low bidder for Contract #1, 39 Winona Street at $16,000.00. Mario Piccolomini was at $19,420.00. Mario Piccolomini was apparent low for contract #2, 52 and 52 Rr. Lenox Street at $34,450.00. JR Moran was at $42,500.00. Mario Piccolomini was apparent low for contract #3, 80 and 82 Lemon Street at $22,300.00. JR Moran was at $44,000.00. Mario Piccolomini was apparent low for contract #4, 84 and 96 Murray Ave. at $33,800.00. JR Moran was at $44,000.00. Residential Demolition at Seven Locations A non-mandatory pre-bid conference will not be held at any of the project sites. Each proposal shall be accompanied by a bidders bond, or certified check or cashiers check, in favor of the The Redevelopment Authority of the City of Uniontown , in the amount of not less than 10%. The Owner reserves the right to waive any informality in and to accept or reject any and all bids. No bid may be withdrawn for a period of sixty (60) days. Bidders must submit with their bids the non-collusion affidavit contained in the contract documents. The project is funded through the Community Development Block Grant Program and is subject to all related federal regulations. Federal prevailing wages established under the Davis-Bacon Act will apply to this contract. The contract documents contain requirements addressing labor wage rates, labor standards, nondiscrimination in hiring practices, goals for minority and female participation, MBE and WBE participation, participation by Section 3 residents and businesses, illegal alien employment prohibition, and related matters. All contractors and sub-contractors working on this project will be required to comply with the Pennsylvania Human Relations Act No. 222, PA Steel Products Procurement Act, and must meet guidelines and practices established by the County of Fayette and the Redevelopment of the City of Uniontown and all other appropriate federal regulations including: 1) Executive Order 1 1246, 2) Section 3 of the Housing and Community Development Act of 1968, as amended. Bidders shall certify that they are not debarred from participating in federally funded contracts. The Bidders attention is called to the Minority/Women Business Participation requirements contained in the Project Specifications. The CONTRACTOR must utilize, to the greatest extent feasible, minority and/or women owned business concerns. The County of Fayette has established minimum level of participation of 5% MBE and for WBEs 3% . MBE-WBE utilization is based on Executive Orders 11625, 12138, and 12432, and the Service will comply with these orders by requiring for Recipients to submit this information to the Service, when applicable. The Bidders attention is also called to the Section 3 minimum numerical goals found at 24 CFR Part 135.30 which outlines a goal of 10% of the total dollar amount of all covered construction contracts to Section 3 businesses. Section 3 requires that the CONTRACTOR must utilize, to the greatest extent feasible, local area businesses, trainees, employees, and low-moderate income persons within the general trade area. The bidders/offerors must submit documentary evidence of minority and women business enterprises and Section 3 Business concerns who have been contacted and to whom commitments have been made. Documentation of such solicitations and commitments shall be submitted concurrently with the bid. The County of Fayette and The Redevelopment Authority of the City of Uniontown does not discriminate in regard to race, color, religion, sex, ancestry, marital status, disability or the use of a guide or support animal because e of physical handicap, or age, in the provision, admission, employment, sexual orientation, national origin, gender identity or expression, family responsibility or familial status. Any questions concerning the Bid Documents including the Project Manual, Project Technical Specifications or Project Drawings should be directed in writing to the design Engineer, K2 Engineering, Inc.
