The bids will be reviewed at the regularly scheduled Authority meeting to be held at 7:00 P.M. prevailing time on August 19, 2024. The project generally consists of the removal, hauling, and disposal of biosolids/stabilized sludge, from the Authority's Wastewater Treatment Plant Beds #3 and #4, at a Pennsylvania state approved and permitted landfill. Any BID received after the time and date specified will not be considered. No bid may be withdrawn for a period of sixty (60) days after the above specified date for receiving, opening, and reading of Bids, except as specifically provided by law. All Contracts exceeding $10,000.00 shall be performed in compliance with Executive Order 11246, entitled, "Equal Employment Opportunity," as amended by Executive Order 11375 and as supplemented in Department of Labor regulations (41 CFR Part 60). In addition, all Contractors shall comply with the Nondiscrimination/Sexual Harassment Clause as required by the Commonwealth of Pennsylvania and the Commonwealth Financing Authority. The successful Bidder will be required to execute the Agreement, furnish a Performance Bond and a Payment Bond on the respective forms provided in the Contract Documents, and provide evidence of insurance coverage as required by the Contract Documents. The wages paid on this project will be subject to the Pennsylvania Prevailing Wage Act approved August 15, 1961, P.L. 987 as amended and supplemented. The Pennsylvania Human Relations Act of 1955, P.L. 744, No. 222, as amended June 25, 1997 by Act 34 of 1997, 43 P.S. 951-963, shall apply to each Contract. Attention is called to the fact that not less than the minimum salaries and wages as set forth in the contract documents must be paid on this project, and that employees and applicants for employment shall not be discriminated against because of their race, age, color, religion, sex, national origin, or handicap. Bidders should refer to provisions of federal and state statutes, rules and regulations dealing with prevention of environmental pollution and the preservation of public, natural resources that affect the project. This project will be financed in part by a COVID-19 ARPA PA Small Water and Sewer Program Grant from the Commonwealth of Pennsylvania, Commonwealth Financing Authority (CFA). All bidders must submit bid security in the amount of ten percent (10%). The Robeson Township Municipal Authority reserves the right to waive any informality in or to reject any or all Bids, and to delete any item or portion of an item without affecting the bids on the remaining items or portion of items. The above invitation to Bidders is made for the benefit of the Robeson Township Municipal Authority, Berks County, PA and no rights shall be deemed to accrue to any person making a Bid by reason of the submission of any bid hereunder or by waiver or nonenforcement of any provision of requirement of this invitation. Any BID may be withdrawn prior to the above scheduled time for the opening of BIDS or authorized postponement thereof.
