Site work and paving for a mixed-use development in Richmond, Kentucky. Completed plans call for site work for a playground / park / athletic field; road / highway; for paving for a road / highway; and playground / park / athletic field.

The County, having conducted a state of repair audit of its existing roadways and identifying those most in need of repairs and re-paving, has identified the roads listed in Appendix A hereto for repaving to improve and promote surface transportation safety within the County's boundaries. Offerors shall submit a proposal to supply all materials, labor, equipment, and services to repave those roadways in accordance with the County's, and as applicable, the Kentucky Transportation Cabinet and Federal Highway Administration's, specifications. Proposals shall assume the following: o One and a half inch (1.5") compacted surface o Starting and stopping points keyed o Tack oil must be used before one and a half inch (1.5") surface is applied o All lengths included in Appendix A hereto are approximated o Class 2.38D surface Davis Bacon Wages: Per the clause set forth in the Contract attached hereto, Davis Bacon wages will be required for the Project. Accordingly, all proposals shall include Davis Bacon Wages in the proposed pricing. Minority, Woman, and Veteran Business Enterprises: Affirmative steps should be taken by the offeror to solicit use of minority, woman, and veteran business enterprises as vendors and suppliers. Affirmative steps include: o Placing qualified small and minority businesses and women's business enterprises on solicitation lists; o Assuring that small and minority businesses, and women's business enterprises are solicited whenever they are potential sources; o Dividing total requirements, when economically feasible, into smaller tasks or quantities to permit maximum participation by small and minority businesses, and women's business enterprises; o Establishing delivery schedules, where the requirement permits, which encourage participation by small and minority businesses, and women's business enterprises; and o Using the services and assistance, as appropriate, of such organizations as the Small Business Administration and the Minority Business Development Agency of the Department of Commerce. Proposal Security. Bid security shall be made payable to the County, in the amount of five percent (5%) of the estimated total cost of the project as stated in the offeror's proposal. Security shall be either a certified check or bond issued by surety licensed to conduct business in Kentucky. The successful offeror's security shall be retained until it has signed the Contract and furnished the required payment and performance bonds. The County reserves the right to retain the security of the next two highest scoring offerors until the highest scoring offeror enters into the Contract or until thirty (30) days after the proposal opening, whichever is shorter. All other security will be returned as soon as practicable. o Payment and Performance Bonds. Payment and Performance Bonds, in the full amount of the Contract, will also be required of the awarded Offeror. Title VI of the Civil Rights Act Notice. The County, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 USC 2000d to 2000d-4) and the Regulations, hereby notifies all offerors that it will affirmatively ensure that for any contract entered into pursuant to this advertisement, businesses will be afforded full and fair opportunity to submit bids in response to this invitation and no businesses will be discriminated against on the grounds of race, color, national origin (including limited English proficiency), creed, sex (including sexual orientation and gender identity), age, or disability in consideration for an award.
