Scope of Services The Work Includes: 1. Furnish all labor, materials, equipment, supplies, transportation, and disposal as necessary to complete the construction of the proposed project includes the construction of Loading Docks Improvements at Tenth Avenue Marine Terminal (TAMT), Warehouse B, in City of San Diego, CA. 2. Separate bid schedules have been provided to separate the work between the Western Loading Dock Improvements (BASE BID SCHEDULE), installation of a pre-fabricated metal staircase and associated work in lieu of construction of a concrete staircase (ADDITIVE BID SCHEDULE A) and the Eastern Loading Dock Improvements (ADDITIVE BID SCHEDULE B) at TAMT Warehouse B. 3. The Loading Dock Improvements at TAMT Warehouse B Project is located at the Tenth Avenue Marine Terminal (TAMT) in the City of San Diego. Located at the northern end of the Port of San Diego's property is Warehouse B. The warehouse has loading dock platforms on both flanks of the structure; the western side (water side) and eastern side (land side). These loading docks have fundamental components that are well-past their useful lives and are in extremely poor condition. 4. The work shall include, but not limited to the following as shown in the Plans and described in these Specifications: a. Demolition of asphalt concrete pavement surface. b. Demolition of a reinforced concrete staircase with metal handrailing. c. Removal of wood, laminated rubber, and molded rubber bumpers. d. Demolition and removal of post-indicator valve (PIV) assemblies and associated piping and appurtenances. e. Installation of 8-inch Thick, Steel-Reinforced Portland Cement Concrete Pavement. f. Installation of reinforced concrete staircase with metal handrailing. g. Installation of Pre-Fabricated Metal Staircase. h. Installation of molded rubber bumpers or laminated rubber bumpers. i. Emails and faxes will not be accepted. Responses from District will be communicated via the electronic online system to all recipients of this specification. In accordance with the provisions of the California State Labor Code, the District has obtained the general prevailing rate of wages (which rate includes employer payments for health and welfare, vacation, pension and similar purposes) applicable to the work to be done, for straight time, overtime, Saturday, Sunday and holiday work. All labor employed on this project shall be paid no less than such minimum rates of wages. These wage rates are available for inspection at the office of the Procurement Department of the San Diego Unified Port District. Project is subject to the provisions of the San Diego Unified Port District Project Labor Agreement ("PLA") in accordance with the Board of Port Commissioners Resolution No. 2023-092. The winning bidder and all subcontractors shall comply with the requirements of the PLA and shall execute the Letter of Assent prior to the start of the work, as described in Exhibit C in section 7.0 "Appendices & Exhibits." See Subsections 4.5.1 and 5.1.2.1.16 for further details. It is the policy of the Port of San Diego that certified Small Business Enterprises (SBEs) shall have the maximum opportunity to participate in the performance of District Contracts. Certified SBEs with qualifying experience are encouraged to respond to the request for bids Award of the contract, if made, will be within 120 calendar days after bid opening date. A bid guarantee in accordance with Subsection 5.6.2 of the General Condition is required with submission of a bid. No Bidder may withdraw a bid after the date set for bid opening. Bidder shall file the bonds as required by the Contract and Civil Code section 9554. The provisions of Public Contract Code section 22300 apply to this Contract. Bidders are hereby notified that the successful Bidder will be required to provide insurance in accordance with Subsection 5.6.1, "Contractor's Insurance," of the Section 5.0 - General Conditions. While attendance at the site visit is not mandatory, all prospective proposers are encouraged to attend. Submission of a Bid Proposal Package will be considered evidence that the bidder has visited the job site and is satisfied with the conditions to be encountered if awarded the contract. Bidder shall submit their original Bid Proposal Package to the Procurement Services Department, 1400 Tidelands Avenue, National City, California 91950 within the date stated on the Contract Documents cover page after electronic bidding before entering the Tenth Avenue Marine Terminal. The bidder must possess a valid California State Contractors License, Classification A- General Engineering at the time the contract is submitted. A Notification Regarding Environmental Conditions has been included as Exhibit A in the project specifications. This notification will serve as the District's disclosure regarding potential hazardous materials that may be encountered during grading, excavation, trenching, and/or other ground penetration. Event Bid notes: Bids will be opened in public at or about that hour at 1400 Tidelands Avenue, National City, California, all as more particularly contained in Document No. 77462 on file in the office of the Clerk of the District. No Bidder may withdraw a bid after the date set for bid opening. In the public interest, the District reserves the right to reject any or all bids, or to waive any informality in a bid. MC-0099-01
