Bid Shall Also Be Accompanied by a Certificate Letter From a Surety Company Stating That It Will Provide the Bidder With the Completion Bond. the Award of the Contract Shall Be Made Subject to the Necessary Moneys to Do the Work Being Provided by the Township of Howell in a Lawful Manner.
