THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSALS. THERE WILL NOT BE A SOLICITATION, SPECIFICATIONS, NOR DRAWINGS AVAILABLE AT THIS TIME. The U.S. Army Corps of Engineers - Norfolk District is anticipating a future procurement for a firm-fixed-price construction contract for Milford Haven Jetty and Channel Maintenance, Mathews County, Virginia. Description of Work: The U.S. Army Corps of Engineers - Norfolk District is seeking eligible firms capable of performing maintenance on the existing stone jetty at the Narrows Point and performing maintenance dredging of the Milford Haven FNC, with subsequent dredged material placement at the two beach placement sites listed below. The scope for the individual project tasks is described as follows: Narrows Point Jetty Maintenance: The stone jetty ties into the Narrows Point beach and protects the Milford Haven Channel and beach placement site. The final structure will include permanent removal of the existing spur, installation of vinyl sheet pile aligned with the centerline of the structure, and placement of stone on either side of the sheet pile. Phase of work will include: removal of stone from the existing jetty structure, temporary stockpiling of the stone within a temporary subaqueous stockpile area located to the north of the jetty, installation of vinyl sheet pile, and reconstruction of the jetty on both sides of the sheet pile according to dimensions in drawings and specifications. VDOT Class I stone and Class AI bedding stone will be needed to supplement the existing stone for the restored jetty. The replacement jetty will be approximately 4 feet wide at the top, will have 2:1 side slopes, and will be approximately 28 feet wide total at its base. Existing timber mooring piles located to the south of the jetty will not be required to demolish but may be removed if needed for construction access as needed. Milford Haven Federal Navigation Channel: The project consists of performing maintenance dredging of the authorized Milford Haven FNC to a required depth of -10 ft MLLW and 100 ft wide, with approximately 23,000 cubic yards (cy) of dredged material to be removed from the federal navigation channel per cycle. The dredge area is half width of the channel near the shoaled areas south of the jetty. The maximum dredging depth accounts for up to 4 ft of paid and non-paid overdepth consistent with the USACE policy for paid allowable overdepth, and federal technical guidance for non-pay allowable overdepth. The maintenance dredged material consists of predominantly fine grain sand, similar in physical composition to the sediment located on the adjacent Narrows Point Beach. Maintenance dredging of the Milford Haven Channel will be performed either by mechanical dredging means (i.e., clamshell) or hydraulically dredged (i.e., cutterhead) and placed at the beach placement sites specified. Dredged Material Placement Sites: Dredged material placement will occur at two placement sites for beneficial use of the sandy material: the Narrows Point Beach Placement Site is located adjacent to the north side of the rock jetty, and the Queens Creek Beach Placement Site is located approximately 0.3 miles southeast of the Milford Haven Channel. Narrows Point Beach Placement Site The Narrows Point Beach Placement Site will be utilized until the beach template capacity is maximized, approximately 1,600 CY. Dredge material will be placed on this site and graded up to the repaired jetty structure. Queens Creek Beach Placement Site Remaining material will be placed at the Queens Creek Placement Site. The Queens Creek Placement site is an established dredged material placement site located on the shoreline fronting Hills Bay in Mathews County, proximate to the Milford Haven Channel. In accordance with FAR 36.204, the estimated construction price range for this project is between $1,000,000 and $5,000,000. NAICS Code 237990, Other Heavy and Civil Engineering Construction, applies to this project. The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis. Sources are sought for all interested firms with a NAICS code of 237990 with a small business size standard of $45,000,000. Construction Time: The work will commence first with performance beginning within 10 calendar days of receipt of Notice-to-Proceed (NTP). The construction period of performance will be approximately 300 calendar days from issuance of the NTP.
