Butterworth Sewage Treatment Plant Oxic Tank Slide Gate Replacement This project will include the installation of six slide gates within the Oxic Tank at the Township's Butterworth Sewage Treatment Plant since they are at or near the end of their useful life and in need of replacement. For the lump sum price bid on this Contract, the Contractor shall furnish all labor, materials and equipment required for the replacement of the three (3) existing effluent slide gates and three (3) existing influent slide gates with new downward opening weir slide gates equipped with gear-reducing crank handles located in the Oxic Tanks at the Butterworth Sewage Treatment Plant adjacent to Lake Valley Road in Morris Township, New Jersey. The lump sum price bid on this Contract also includes bypass pumping and maintaining flows through Oxic Tanks for the replacement of the slide gates. When the project is complete, it shall provide six (6) fully operational slide gates in the Oxic Tanks as described in these Specifications and as indicated on the Drawings In general, the work shall include the site investigation, site preparation, site work, general construction, demolition work, mechanical process work, painting, testing, manufacturers' services, restoration and final cleanup. Two (2) treatment trains must be in operation at all times at the Butterworth STP. The Contractor should not anticipate simultaneously removing multiple treatment trains from operation in order to perform the contract work. See Special Information for Bidders for more information on the scheduling of work All existing electrical, heating or other utility services to existing buildings and facilities shall be kept in operation at all times during the construction period. Brief general descriptions of the various components of the work are set forth in the sections which follow. All work included on the Drawings and in the Specifications shall be completed in full without further compensation than is provided for in the Lump Sum Price regardless of whether or not such work is specifically mentioned in the Scope of Contract Items following. The guaranty accompanying the bid proposal shall be given in the amount of ten percent (10%) of the base bid, minimum of $500.00 and not to exceed twenty thousand dollars ($20,000.00), and may be given at the option of the bidder by a Certified Check, Cashier's Check, or a Bid Bond from a reputable insurance company licensed in the State of New Jersey. Pursuant to P.L. 2004, c.57 (N.S.A. 52:32-44) effective September 1, 2004, all business organizations that conduct business with a New Jersey government agency are required to be registered with the State of New Jersey. Bidders and their subcontractors must submit proof that they are registered with the New Jersey Department of Treasury, Division of Revenue by submitting a copy of their Business Registration Certificate. Failure to provide the Business Registration Certificate prior to award of the contract will be cause for rejection of the bid as being nonresponsive. Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17-27. Bids may be held by the Township of Morris for a period not to exceed sixty (60) days from the date of opening of bids for the purpose of reviewing the bids and investigating the qualifications of bidders, prior to awarding the contract. Pursuant to P.L. 2010, c. 108, N.J.S.A. 40A:11-23.3 authorizes a bidder to request withdrawal of a public works bid due to a mistake on the part of the bidder within five days after the opening of the bids. The Township reserves the right to reject all bids pursuant to N.J.S.A. 40A:11-13.2.
