As of April 16, 2025, a list of architect has been selected for this solicitation. *The closed solicitation has been included below for reference: The Colonial School District was issued Certificates of Necessity for district wide renovation projects to be funded over the next 5 years. Projects include Construction of an Athletic complex including stadiums and fields, playgrounds, parking facilities, roofing, and security enhancements. Additionally, Colonial has completed a districtwide facility assessment being used to generate ongoing maintenance projects. We are soliciting interested professional architectural and engineering firms to submit proposals to provide professional services for all phases of project work, including but not limited to Schematic Design, Design Development, Construction Documents and Construction Administration Services to meet all requirements of school construction as required State and County code and regulations. It is the intent of Colonial to make multiple awards based on the qualifications of the firms responding. Timing of the Certificate of Necessity projects is contingent on State of Delaware funding. Selected firms must have the ability to provide multiple services accurately and within an accelerated time scheduled, as well as work cooperatively with additional consultants providing services to the owner on projects. All bids shall be accompanied with a deposit of either a good and sufficient bond to the State of Delaware for the benefit of the District involved, with corporate surety authorized to do business in this State, for a sum equal to 10% of the bid, or in lieu of the bid bond a security of the bidder assigned to and approved by the District. The successful bidder shall simultaneously with the execution the formal contract, execute a good and sufficient Performance and Labor and Materials Bond to the State of Delaware for the benefit of the District(s) with corporate surety authorized to do business in this State, in a sum equal to 100 percent of the contract price. Contracts may contain a waiver of the bond requirement, provided, however, that the successful bidder post with the contracting Agency an irrevocable letter of credit or other suitable or readily collectible financial security for the project. Such security shall be subject to the terms and conditions of the contracting District. The method of Contractor Selection has not been Determined at this time.
