The City of Mount Airy desires to engage qualified architectural and engineering (A&E) services with a qualified firm to provide comprehensive design and technical services for the planned conference center to be constructed on the old Spencer's Mill Property in downtown Mount Airy. The City of Mount Airy, NC (City and Owner) is issuing this Request for Qualifications (RFQ) with the intent to establish a contract for Architectural & Engineering (A&E) services with a qualified firm to provide comprehensive design and technical services for the planned conference center new construction project as indicated in the Scope of Work. Drawings will be required within 60 days of contract award. The estimated budget for constructing the facility (excluding site engineering and development) is $10 million. The City of Mount Airy requests proposals from qualified A&E firms (or teams) to facilitate the design and construction of a 20,000-25,000 square foot conference / convention center to be located on a portion of the historic Spencer's Mill redevelopment site (subject to an Environmental Management Plan with the North Carolina Brownfields Program) in downtown Mount Airy, on the north side of Franklin Street. The City intends to establish a contract with one qualified A&E firm that can provide comprehensive design and technical services for this new construction building, including assisting the City with procuring and working with a Construction Manager At Risk (CMAR) within the established budget and schedule constraints. The City has already procured planning and preliminary engineering services for the approximately seven-acre site. The selected A&E firm / team will design the conference center in accordance with the conceptual site plan, working closely with the site planner and the CMAR. The City has obtained grant funding for this project and plans to begin construction in early 2025 with completion scheduled for the spring-summer of 2026. The City of Mount Airy Public Works Department is soliciting qualifications for professional Architectural & Engineering services to assist with engineering design and bid package services and construction inspection services for this project in compliance with all applicable state and federal requirements and regulations. Payment terms will be negotiated with the selected firm. The fees for professional Architectural & Engineering services will be paid with grant funds. The primary responsibility of the selected A&E firm / team will be the comprehensive design of the 20,000- 25,000 square foot conference center, in accordance with the existing conceptual site plan and working closely with the City's CMAR (to be procured in the fall of 2024). As currently envisioned, the facility should be designed to accommodate conferences with up to 250 attendees and include one large ballroom, multiple (2- 3) breakout rooms, and other programmable spaces for exhibits and meetings. The required technical services may include: 1. Preliminary engineering and architectural reports 2. Cost estimating and material take-offs 3. Preparing the final design and construction bid package in conformance with applicable regulations and requirements 4. Supervising the bid advertising, tabulation, and award process, including preparing the advertisements for bid solicitations, conducting pre-bid meeting, conducting bid opening, and issuing the notice to proceed 5. Conducting the pre-construction conference 6. Surveying, field staking, on-site supervising of construction work, and preparing inspection reports including geotechnical 7. Reviewing and approving all contractor requests for payment, change orders, and submitting approved requests to the governing body 8. Providing reproducible plan drawings to the City upon project completion (including design and construction) 9. Conducting final inspection and testing 10. Submitting certified "as-built" drawings to appropriate authorities 11. Preparing an operation and maintenance manual (as applicable) All submissions are limited to 20 pages inclusive of the cover sheet and cover letter but excluding resumes and shall be typed on 8 1/2" x 11" sheets, single-spaced, one-sided. Fold out pages are not allowed. In order to reduce costs and to facilitate recycling, binders, dividers, tabs, and other inserts are prohibited. One staple in the upper left-hand corner is preferred. Please submit 5 copies along with a digital copy in pdf format. Submissions containing more than 20 pages will not be considered. The City intends to enter into a contract with a term of up to two (2) years, effective approximately October 1, 2024 - September 30, 2026. Upon mutual agreement with the awardee, the City may renew the contract for up to three (3) additional one-year terms for this project and/or any follow-on projects related to this scope of services.
