2024 Transmission Project, a Design-Build Project, (a natural gas distribution line built to transmission line standards) Baldwin County, Alabama Baldwin Express Pipeline 113 Courthouse Square, Bay Minette, Alabama 36507 THIS IS A DESIGN-BUILD PROJECT. Generally, the successful bidder shall, as part of the services rendered, perform all design, engineering, survey, geo-technical, drafting, easement/deed preparation and recording and other services in accordance with the final construction contract. Services provided shall meet or exceed the requirements of 49 CFR, Part 191 & 192, the contract specifications and any other applicable local, state and federal law(s) and or regulations. Successful bidder shall be responsible for all labor, equipment, materials and services to design, engineer, procure materials, construct, install, test, commission the Pipeline, related taps, meter /regulator stations, main line valves and facilities, and such ancillary services customarily and reasonably provided within the scope of such pipeline design and construction services. Among other tasks, Contractor shall procure all permits, property for Delvan & FGT station site, private easements and required rights-of-way. Principal items of work generally include the design & construction of an approximate fifteen (15) mile new steel natural gas line, site acquisitions and pad work for FGT/Delvan, valve stations, construction, installation & commissioning of the Delvan tap/meter/regulator station, main line valve sets, the NBU City Gate Station, the NBU Distribution System, the plant delivery meters & regulators, gas odorization, telemetry, cathodic protection systems and all other related appurtenances. The proposed work is for service to the new NOVELIS plant on Alabama Hwy 287, in Baldwin County, Alabama. Only prequalified bidders shall be considered. The prequalification process was advertised on April 26, 2024. The successful bidder will be required to submit 100% performance bond and a 100% payment bond. Each bidder must be licensed as a Contractor in the State of Alabama in accordance with provisions of Chapter 8 of Title 34 of the Code of Alabama, 1985, and must submit with the bid satisfactory evidence of such license. Pre-qualified Bidders must have met BEP's contractor qualification requirements.
