This project requires 24% DBE participation, or if the contract goal is not met, documented evidence of good faith efforts. The Complexity Factor for this project is 0. The Consultant who is selected for this project and all Subconsultants the Prime Consultant will be using are scheduled to attend an initial meeting on October 23, 2024, at 10:30 AM at the Region Five/District Eight Office in Collinsville. A Project Management (PM) Consultant is required for the preparation, issuance, and construction inspection of various permits for non-utility work in District Eight. This position reports to the District Design and Planning Engineer and his/her delegate(s). Key staff from the PM Consultant will be expected to perform work in the District office between three and five days a week, or as needed. The PM staff shall provide civil engineering expertise, with an emphasis in planning and private development access review for permit, and construction, as well as perform administrative duties, as assigned. Assignments may include, but are not limited to engineering, engineering management, and public coordination, to ensure assigned permit projects are brought to completion in accordance with approved plans and IDOT specifications. Projects of varying complexity prepared by other Consultant engineering firms or in-house staff may be assigned to the PM Consultant. Project examples include review of traffic and intersection design studies, drainage studies, plats, and construction plans and documents for roadway access, as well as site and traffic control inspection. The work may also include permit administrative assistance, as needed, including email, document processing, filing, copying, scanning, and record retention. Additional Phase II work, if required, may consist of preparation of emergency contract plans and documents. Typical projects may include pavement patching, pavement resurfacing, culvert repair/replacement, shoulder repair, slope repair, or other maintenance-related needs. Phase III engineering services may consist of construction inspection, supervision, traffic control coordination, and preparation of records and permits. Districtwide travel for field investigations, including the review of traffic control lane closures in accordance with departmental policies, procedures, and specifications is anticipated. The Consultant will provide tools of the trade on this project. The completion date for this contract will be 60 months after authorization to proceed. The Prime firm must be prequalified in the following categories to be considered for this project: Highways (Roads and Streets) Special Studies (Traffic Studies) Statements of Interest, including resumes of only the key people noted above, must be submitted electronically to the Central Bureau of Design and Environment through the Engineering Prequalification and Agreement System (EPAS).
