This project requires 23% DBE participation, or if the contract goal is not met, documented evidence of good faith efforts The Complexity Factor for this project is 0.035 The Consultant who is selected for this project and all Subconsultants the Prime Consultant will be using are scheduled to attend an initial meeting on October 24, 2024, at 1:30 PM at the Region Three/District Four Office in Peoria. Phase II engineering services are required to provide contract plans, specifications and estimates for the four-lane expansion of approximately nine miles of US Route 34 near the Mississippi River from 0.9-mile West of Carman Road to just East of 1350E (TR111). The completion date for this contract will be 24 months after authorization to proceed. This project may include conducting route surveys, land surveys, additional hydraulic analyses (bridge hydraulics completed in PH I), structure plans (at least four bridges are curved therefore requiring an Advanced Typical prequalification), PESA response, roadway plans, pavement designs, drainage plans, geometric plans, geotechnical analyses and reporting, drilling and analysis of soil borings, roadway geotechnical report, traffic staging plans, temporary and permanent erosion control plans, plats and legal descriptions for right-of-way acquisition, and any other related work required to complete plans, specifications and estimates as necessary. The Prime firm must be prequalified in the following categories to be considered for this project: Highways (Freeways) Structures (Highway: Typical) Statements of Interest, including resumes of only the key people noted above, must be submitted electronically to the Central Bureau of Design and Environment through the Engineering Prequalification and Agreement System (EPAS).
