Each bidder must deposit with his bid, security in the amount, form and subject to the conditions provided in the Information for Bidders. Attention of bidders is particularly called to the requirements as to conditions of employment to be observed and prevailing wage rates to be paid under the contract. The Owner is exempt from the payment of sales and compensating use taxes of the State of New York and of cities and counties on all materials, equipment and supplies sold to the Owner pursuant to this Contract. Also exempt from such taxes are purchases by the Contractor and his Subcontractors of materials, equipment, and supplies to be sold to the Owner pursuant to this Contract, including tangible personal property to be incorporated in any structure, building, or other real property forming part of the Project. These taxes are not to be included in the Bid. No bidder may withdraw his bid within 45 days after the actual date of opening thereof. The Owner reserves the right to waive any informality or to reject any or all bids. DESCRIPTION The provisions of the State of New York Department of Transportation Specifications of May 1, 2019 for Item 203.02, Unclassified Excavation and Disposal, shall govern except as follows: In the event a street is being reconstructed and having pipe installation concurrently, the road excavation within the limits of the pipe trench will be included with the pipe item. All storm and sanitary manholes shall have a plate installed above the invert of the manhole and above the "surcharge" line in the manhole to prevent bricks, mortar, gravel or stone from entering the sewer system. The plate shall be installed at the same time as the manhole cover is removed. The Contractor shall submit a shop drawing before commencing work. Upon completion of work, the Contractor shall remove all debris from manholes and catch basins. The Contractor shall include in his bid money to clean all catch basins and manholes upon completion of work. There is no pay item for this work and it will be subject to approval by the Engineer.
