Site work and paving for a civil project in Coyne Center, Illinois. Conceptual plans call for site work for a bridge / tunnel; for paving for a bridge / tunnel; road / highway; and road / highway.

This project may contain Federal Funds. This project requires 15% DBE participation, or if the contract goal is not met, documented evidence of good faith efforts. The Complexity Factor for this project is 0.07. The Consultant who is selected for this project and all Subconsultants the Prime Consultant will be using are scheduled to attend an initial meeting on October 30, 2024, at 10:00 AM at the Region Two/District Two Office in Dixon. Phase II engineering services are required for the preparation of detailed contract plans, structure plans, (including various culverts and retaining walls in addition to the Mississippi River crossing bridge), specifications, cost estimates, supplemental surveying, geotechnical services, drainage plans, erosion control plans, detailed traffic management plans, storm sewer, utility plans, typical sections, traffic signals and lighting, and all other work to necessary to complete the improvements for I-80 over the Mississippi River Corridor. This project will include the removal and replacement of the structure that carries I-80 over Mississippi River which also crosses the Canadian Pacific (CP) Railroad (IL), the interchange of I-80/US 67 (IA) and the I-80/IL 84 interchange (IL) and including approximately six miles along I-80 from SW 35th Street in LeClaire, IA through the interchange of I-88/I-80 (IL). Through extensive public involvement coordination Alternative #5 was selected as the preferred bridge alternative, which consists of building a companion bridge west of the existing structure, then removing the existing structure and building a bridge on the original alignment and Alternative B was selected for the I-88/I-80 Interchange, which includes is an expanded Cloverleaf with outer direct ramp and modifications at the Old IL 2 Interchange. This work may also include a scenic overlook on the IL side, pedestrian and bicycle accommodations, numerous bridges, and culverts, coordinating/conducting public involvement activities, meetings, and prepare a Wetland Impact Evaluation (WIE) document. This project will require the coordination of mussel relocation in the Mississippi River with an area of direct impact of 15 acres. The selected company performing the mussel relocation should have extensive experience conducting large-scale mussel survey in Illinois and Iowa on large navigable rivers. Multi-Agency coordination will be necessary to relocate the mussels, which will be a time-sensitive task that must be completed the year prior to the project letting. Phase II may also include the preparation of detailed contract plans and all associated materials, TSL drawings, structure plans, roadway plans, typical sections, hydraulic reports, storm sewer, drainage & utility plans, erosion control plans, traffic staging plans, signing plans, pavement marking plans, cross sections, lighting plans, traffic signal plans, special details, permit documentation, 4(f) coordination, special provisions; quantities, cost estimates, estimate of time, Traffic Management Plan (TMP), Special Waste, PESA Response submittal, geotechnical engineering services, SGRs, a maintenance and inspection manual, include load rating for specific state legal vehicles, and all other incidental work required to complete the project. Coordination with railroad and other agencies is anticipated with this project. The estimated construction cost for this project is $245,000,000. The completion date for this contract will be 24 months after authorization to proceed. The Prime firm must be prequalified in the following categories to be considered for this project: Highways (Roads and Streets) Structures (Major River Bridges) Statements of Interest, including resumes of only the key people noted above, must be submitted electronically to the Central Bureau of Design and Environment through the Engineering Prequalification and Agreement System (EPAS). After all responses have been evaluated, firms may be asked to make oral presentations during the week of October 14, 2024. The method of contractor selection has not been determined at this time.
