Site work and paving for a civil project in West Covina, California. Completed plans call for site work for a road / highway; and for paving for a road / highway.
The work consists of furnishing all materials, equipment, tools, labor, and incidentals as described in detail in the Bidding and Contract Documents, Plans and Specifications to construct the project. Major work components include installation of traffic signal poles, foundations, mast arms, luminaire arms, 12" vehicle heads, pedestrian countdown heads, pedestrian push buttons, ADA ramps, cabinets, controllers, battery backup systems, detector loops, signing and striping, pull boxes, conduits, and conductors. Pre-bid Meeting: None held. No allowances for cost adjustments will be made if a Bidder fails to adequately examine the Project site before submitting a Bid. Bidder's Guarantee: Each bid must be accompanied by cash or a certified check or a cashier's check or bidder's bond made payable to the City of West Covina for an amount equal to at least ten percent (10%) of the total contract price. In accordance with Public Contract Code Section 20170, the Bidder's Bond shall be issued by a surety company admitted to do business in the State of California. Further, in accordance with Public Contract Code Section 20172, such guarantee shall be forfeited should the bidder to whom the contract is awarded fail to enter into the contract within the specified time. Equivalent Securities: Pursuant to California Public Contract Code Section 22300, substitution of eligible and equivalent securities for any moneys withheld to ensure performance under the contract for the work to be performed will be permitted at the request and expense of the successful bidder. Contractor License: In accordance with provisions of Section 3300 of the California Public Contract Code, City of West Covina has determined that the contractor shall possess a class "A" or "C-10" valid California Contractor's License. Failure to possess such license may render the bid as non-responsive and bar the award of the contract to that non-responsive Bidder. The successful Contractor and subcontractors will be required to possess business licenses from the City of West Covina. Schedule of Work: Total construction duration is 274 working days. See Section II. Instructions to Bidders, 13. "Construction Schedule, Progress of Work, Liquidated Damages" for project schedule. Engineer's Construction Cost Estimate: Engineer's estimate is in the range of $2,650,000 for base bid schedule. DBE: This project does not have a mandatory DBE participation. However, the City hereby notifies all qualified bidders that it will affirmatively insure that qualified minority business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the basis of race, color, national origin, ancestry, sex, religion, or handicap in consideration for an award. Attention is directed to the provisions of Section 1777.5 (Chapter 1411, Statutes of 1968) and 1777.5 of the Labor Code concerning the employment of apprentices by the Contractor's or any such subcontractors under hire. The bidders and the selected Contractor shall not allow discrimination in employment practices on the basis of race, color, national origin, ancestry, sex, religion, or handicap. The City reserves the right to reject any or all bids, to waive any irregularity, and to take all bids under advisement for a period of sixty (60) calendar days. Specifically, the Bidder agrees to: 1. Pay all workers not less than the general prevailing rate of per diem wages for work of similar character in the locality in which the public work is performed. 2. Pay all workers not less than the general prevailing rate of per diem wages for holiday and overtime work fixed as provided in this chapter. 3. Adhere to the compliance measures outlined in LC 1775(b) for any second tier subcontractors that the contractor chooses to use on this project. 4. If requested, submit certified payroll records to the City on a weekly basis. Records shall be provided no later than 5 days following the last day of each workweek. 5. Comply with the applicable requirements and joint apprenticeship standards as required by LC 1777.5.
