Renovation of a mixed-use development in Phelan, California. Completed plans call for the renovation of a educational facility.
Each bidder shall be a licensed contractor pursuant to the California Business and Professions Code, and be licensed to perform the work called for in the Contract Documents. The successful bidder must possess a valid and active General Contractor A and/or B and/or Class C-39 License at the time of award and throughout the duration of this Contract. The Contractor's California State License number shall be clearly stated on the bidder's proposal. Subcontractors shall be licensed pursuant to California law for the trades necessary to perform the Work called for in the Contract Documents. Each bid must conform with and be responsive to the Contract Documents as defined in the General Conditions. Each bidder shall submit with its bid on the form furnished with the Contract documents a list of the designated subcontractors on this Project as required by the Subletting and Subcontracting Fair Practices Act, California Public Contract Code section 4100 et seq. This project is a public work, so prevailing wage rates shall be paid. Except as provided in Labor Code 1771.1 (a), No Contractor or Subcontractor may be listed on a bid proposal for a public works project submitted on or after March 1, 2015, or perform work on a public works contract awarded on or after April 1, 2015, unless registered with the Department of Industrial Relations pursuant to California Labor Code 1725.5. Prequalification of Bidders: Bids will not be accepted if a Contractor has not been prequalified where prequalification is required. Prequalification is required for all prime bidders. If this project includes work that will be performed by mechanical, electrical, or plumbing ("MEP") subcontractors (contractors that hold C-4, C-7, C-10, C-16, C-20, C-34, C-36, C-38, C-42, C-43 or C-46 licenses), such MEP subcontractors must also be prequalified. A list of prequalified MEP subcontractors will be made available by the District to all bidders at least five business days prior to the bid opening date. It is the responsibility of the bidder to ensure that all MEP subcontractors holding any of the licenses listed above are properly prequalified before submitting a bid. This prequalification requirement applies even if the subcontractor will perform or is designated to perform, work that does not require one of the licenses listed above, but the subcontractor holds one of the licenses listed above. Bidders will be required to furnish the District with a bid bond of five percent (5%) of the bid amount. The successful bidder will be required to furnish a Performance Bond equal to one hundred percent (100%) of the successful bid and a Payment Bond in the amount directed by Civil Code Section 3248. In accordance with the provisions of Public Contract Code Section 22300, substitution of eligible and equivalent securities under this contract will be permitted at the request and expense of the Contractor. No bidder may withdraw his bid for a period of sixty (60) days after the bid opening date. The District reserves the right to waive any irregularities, accept or reject any or all bids, and accept or reject any item therein. Bid date notes: Any bids received after the time specified above or after any extensions due to material changes shall be returned unopened. Prequalification documents are available at online requalification documents must be submitted by Tuesday, August 20, 2024. Contractors will be notified by email of their prequalification rating within a reasonable period of time after submission of their prequalification documents.
