The Town of Dresden (Town) is seeking sealed proposals for a qualified contractor to provide Snow Removal, and Winter Road Maintenance to include loading salt/sand, snow removal and ice control operations to the roads. The contract is for the base year (2024-2025) plus two additional option years. Bidders shall direct all questions, including requests for explanations or interpretation, in writing to the Town Administrator townadmin@dresdenme.org and must be received by August 08, 2024. A question and answer summary will be provided by August 12 2024 and will be posted on the Town's website. The Town Reserves the right to amend this RFP at its discretion. All submissions must include the following information to be considered by the Town. o Cover letter stating the company's interest in the RFP o List of equipment that the company controls to be used for this contract o List of references (three minimum) and if possible examples of similar size/scope contracted snow removal work o General Liability in the amount of one-million-dollar ($1,000,000) with the Town listed as additionally insured o A completed Quote page (included) o A complete list of equipment to be used Exceptions: Please list any exceptions to your proposal on a separate sheet and include it with your response. Contract Award and Duration: Contact award will be announced at the Select Board meeting on August 27, 2024 at 5:15 P.M. Any contract entered by the Town shall be in response to the proposal and subsequent discussions. The award shall be based on the criteria described herein. Additional terms and conditions will apply. Upon request the Town Administrator will provide the agreement to the bidder that contain the additional terms and conditions. General Requirements: The general requirements of the contract are as follows: o Bidder and anyone providing the services has a valid driver's license o Bidder understands that the above amount is to cover all services, materials, and labor to perform the services in accordance with the contract o Bidder certifies that it has the financial ability to procure all necessary services and materials and has, or will have, sufficient personnel and equipment to perform the contract and is able to provide the servicers to the satisfaction of the Town o Bidder also certifies that it has adequate and up-to-date liability & automobile insurance, workers comprehensive insurance, and that all necessary personnel are properly trained and/ or licensed to operate the required equipment and qualified to perform the work o Bidder attests that it has an in force "Drug-Free Workplace Policy" o Bidder has read and understands the bid instructions found in the RFP and has provided the information requested by the Town o If the bidder sub-contracts any of the work, then Contractor will be responsible for the work provided by the sub-contractor Indemnification: The successful company shall agree to the following: Indemnify and hold the Town of Dresden harmless from claims, demands, suits, causes of action and judgments arising from the performance of the services. Bidders shall not take advantage of any ambiguity, error, omission, conflict, or discrepancy (Ambiguity, etc.) relating to the bid documents, site conditions, or any other information that may significantly affect the cost, quality, conformity, or timeliness of the work. If a bidder discovers any such Ambiguity, etc., it must notify the Town immediately in writing. Failure to provide such notice constitutes a waiver of any claim for entitlement for additional compensation or time related to such Ambiguity, etc. The Town shall interpret the meaning and effect of any Ambiguity, etc., in the manner it deems appropriate at its sole discretion and Contractor agrees to be bound by such interpretation. Bidder Responsibility: Before submitting a bid, the bidder is responsible for: (A) obtaining and examining the plans, specifications, all bid amendments, and all other bid documents; (B) examining the information provided or referenced in the bid documents; (C) making examinations and investigations that are needed to make the contractor fully aware of the conditions that would be encountered in performing the services, and (D) communicating with the Town before bid opening. Equipment: The bidder shall include a list of equipment currently owned or available for use to perform the services, if awarded. Bidder should be prepared to provide an explanation of any needed equipment for the services and the plan to acquire needed equipment should the contract be awarded to the contractor. Town of Dresden: Town of Dresden will supply salt and sand. Bid Bond Guarantee: The Town requires a bid bond from the contractor for the services. Selection Process: The Selectboard will review and choose the contractor that most closely suits the needs of the Town based on its assessment of "best value". The proposals will be judged in the selection process relative to their performance in the following areas: a) Completion of all submission requirements b) Equipment to be used to provide the services c) Quality of relevant past performance d) Overall Cost e) Agreement to terms and conditions Evaluation: The Town intends to evaluate proposals and award a contract without discussions with bidders (except clarifications as described above). Therefore, the bidder's initial proposal should contain the bidder's best terms from a price standpoint. The Town reserves the right to conduct discussions if the Town later determines them to be necessary. Town of Dresden Reservation of Rights: The Town reserves the right to reject any and all proposals, decline to proceed with the selection of any Contractor, request additional qualifications and to make inquiries as may be necessary to verify qualifications. Nothing in this document shall require the Town to proceed with any of the identified services stated in this RFP. If the Town enters a contract for services, the Town shall have the exclusive authority to make decisions regarding any project or work readiness, compliance, and completion. Initial Term October 15, 2024 through May 15, 2025 Option Year 1 October 15, 2025 through May 15, 2026 Option Year 2 October 15, 2026 through May 15, 2027
