Each BID must be submitted in a sealed envelope, addressed to the Noble County Water Authority in care of the Noble County Commissioners, Courthouse, Room 210, Caldwell, OH 43724. Each sealed envelope containing a BID must be plainly marked on the outside the name of the BIDDER, his address, and the name of the Project for which the BID is submitted. If forwarded by mail, the sealed envelope containing the BID must be enclosed in another envelope addressed to the Noble County Commissioners, Courthouse, Room 210, Caldwell, OH 43724. Work on this Contact shall begin within 10 calendar days after the date of the NOTICE TO PROCEED and all Work is to be completed within 360 consecutive calendar days of the date of the NOTICE TO PROCEED. UNIT PRICE CONTRACT consisting of construction of approximately 73,595 linear feet of water main which including 56,545 linear feet of 6-, 4-, and 3-inch PVC water main installed by open trench methods, 17,050 linear feet of 6-, 4-, and 3-inch PVC water main installed by horizontal directional drilling, 32 gate valves, 93 customer service connections, two master meters, 12 tieins to the existing water distribution system, installation of a stand-by generator for a pump station, and other appurtenances necessary to complete the work. Attention of BIDDERS is particularly called to the Requirements as to Disadvantaged Business Enterprises (DBE) objectives. The current negotiated goals for construction related activities are 1.3% of all contracts to MBE's and 1.0% of all contracts to WBE's.
