Mailed bids shall be sent to the Municipal Building and addressed to the Municipal Clerk, Ms. Patricia Clayton, 400 Delanco Road, Edgewater Park Township, NJ 08010. Bids will not be received after the specified time. Each proposal must state the name and address of the person, firm or corporation interested in the same as a principal. Proposals must be submitted in a sealed envelope, addressed to the Municipal Clerk, Township of Edgewater Park, and identified as bid for: "2023 NJDOT Road Improvement Program, Woodlane Road Phase III & York Drive" ERI Project #63055 05. The Township Committee and, its Solicitor will be the sole discretionary body for consideration or rejection of the proposals. Specification and Form of Bid Proposal for: "2023 NJDOT Road Improvement Program, Woodlane Road Phase III & York Drive" have been filed in the Office of the Project Engineer at 815 East Gate Drive - Suite 103, Mount Laurel, New Jersey 08054, and may be inspected by prospective bidders during normal business hours. The successful bidder shall supply all labor, materials and equipment required to complete the work as set forth in the general provisions of the contract, including General and Supplementary Conditions and Technical Specifications. WITHDRAWAL OF BIDS: Any bid may be withdrawn prior to the above scheduled time for the opening of bids or any authorized postponement thereof. Bids received after time and date designated shall not be considered. No bidder may withdraw a bid for a period of sixty (60) days after the actual date of the opening thereof. CONTRACT: The successful bidder shall, within ten (10) days after official acceptance by the Mayor and Township Committee of the Township of Edgewater Park of his bid, execute a contract and deliver same to the Municipal clerk. Failure to do so will be considered as an abandonment of the contract. The form of contract will be furnished to the successful bidder by the Township Solicitor. BID SECURITY: Must be in the form of a certified treasurer's or cashier's check or bid bond in the amount of 10% of the bid amount is required and should be made payable to Edgewater Park Township. A Consent Surety Statement and Certification must be submitted. A Certificate of Authority issued by the New Jersey Department of Banking and Insurance must be submitted. GENERAL: The owner reserves the right to reject any or all bids and to accept the bid which best appears to be in their best interest. The owner also reserves the right to consider any proposal invalid which considers furnishing said items which do not conform strictly with that specified. If a nonconforming proposal is not discovered at the time of the bid opening, the owner reserves the right to reject said proposal at any time prior to execution of the contracts by them. Bidders must submit a valid Business Registration Certificate with any bid submission as well as valid Business Registration Certificates for any Sub-Contractors that are to be utilized. 13. The New Jersey Prevailing Wage Rates shall be made a part of every contract for the performance of the described work where applicable. PROJECT DESCRIPTION: It is the intention of these Specifications and Plans to provide and secure the construction of the 2023 NJDOT Road Improvement Program, Woodlane Road Phase III & York Drive in the Township of Edgewater Park, Burlington County, New Jersey complete in every detail as shown or specified, for the prices bid in the Proposal. The proposed work includes the 8" full depth reclamation of asphalt roadway, subsequent paving, construction of concrete sidewalk, driveways, and curb, construction of reinforced concrete pipe, lining of sections of stormwater pipe, inlet rehabilitation work, traffic stripe installation and related appurtenances along Woodlane Road and York Drive. PROJECT FUNDING: This project is funded in part by a NJDOT FY 2023 Municipal Aid Grant.
