THIS IS FOR MARKET RESEARCH PURPOSES ONLY - This notice does not constitute a solicitation announcement or restrict the Government to an ultimate acquisition approach and NO AWARD will occur from this notice. NO SOLICITATION, SPECIFICATIONS, OR DRAWINGS are available for this Notice. This is NOT a Request for Proposal (RFP) or Invitation for Bid (IFB). INTRODUCTION: The U.S. Army Corps of Engineers, Detroit District, is issuing this Sources Sought notice and conducting market research as a means to identify the interest and capabilities of both small and large business entities for specialized concrete cutting services within the Soo Project Office (SPO) area of responsibility. Concrete cutting is an important step in maintenance activities that involve the demolition and removal of old concrete. The intent of the Government is to establish multiple award Blanket Purchase Agreements (BPAs) with an ordering period of five (5) years. The intention is to procure these services on a competitive basis at the BPA Call level. BPA calls would require concrete cutting and breaking services that would be expected to include, but not limited to, wire saw, coring, and slab saw cutting. Concrete would be cut including steel, such as rebar or plates, other metallic objects, voids, various types of aggregate, and similar items not readily apparent or known to exist at the time cutting begins. Concrete cutting and breaking services may be located outdoors or indoors, landside or on islands. BASED ON THE RESPONSES TO THIS SOURCES SOUGHT NOTICE/MARKET RESEARCH, THIS REQUIREMENT MAY BE SET-ASIDE FOR SMALL BUSINESSES (IN FULL OR IN PART) OR PROCURED THROUGH FULL AND OPEN COMPETITION, and multiple awards MAY be made. All Small Business Set-Aside categories will be considered. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions. PLACE OF PERFORMANCE: The primary place of performance for orders will be at the St. Mary's Falls Canal, located at 312 W. Portage Avenue, Sault Sainte Marie, MI, 49783. Work may also be performed at other locations within the Soo Project Office's area of responsibility, to be coordinated at the time of each BPA call. IF A SOLICITATION IS RELEASED, IT WILL BE SYNOPSIZED ON THE GOVERNMENT-WIDE POINT OF ENTRY (GPE). IT IS THE RESPONSIBILITY OF POTENTIAL OFFERORS TO MONITOR THE GPE FOR ADDITIONAL INFORMATION PERTAINING TO THIS REQUIREMENT. The North American Industrial Classification System (NAICS) code is 238990 - All Other Specialty Trade Contractors, which has a small business size standard of $19.0 million in average annual receipts. The Product Service Code (PSC) is Z2QA - Repair Or Alteration Of Restoration Of Real Property (Public Or Private). Businesses of all sizes are encouraged to respond; however, each respondent must clearly identify the firm's business size in the attached questionnaire. Small business firms interested in performing this work are strongly urged to respond to this notice. Responses to this Sources Sought Notice will be used by the Government to make appropriate acquisition decisions.
