RIAC may select multiple firms for each discipline. Actual work undertaken will be by separate and distinct task orders. Some projects may cross over the disciplines, therefore RIAC reserves the right to use one (1) selected firm to perform work in multiple disciplines if it is in the best interest of RIAC. Projects may involve, but not be limited to, planning services and expertise relating to the following broad headings of airport system and master planning, land use planning, airport noise compatibility planning and environmental assessments and related studies.
The projects moving forward under this on-call contract would likely be a mix of Federal Aviation Administration (FAA) Airport Improvement Program (AIP) projects and non FAA
AIP projects. These studies include, but are not limited to, the following activities;
Preliminary design studies to establish the framework and detailed work program
Airport data collection and facility inventories
Aeronautical activity forecasts and demand/capacity analyses
Facility requirements determination
Airfield modeling for capacity and delay
Airport layout and terminal area plan development
Airport noise studies and noise exposure map updates under 14 CFR Parts 15
Compatible land-use planning in the vicinity of airports
Facility site selection studies
Airport development schedules and cost estimates
Participation in public information and community involvement programs and/or public hearings relating to airport development and planning projects Environmental Assessments (EA), Environmental Impact Statements (EIS), nd other studies in accordance with FAA Orders 5050.4 and 1050.1
Preparation of or updating of the airport layout plan
Airspace analysis
GIS data collection, entry, and analysis and other electronic graphical/mapping efforts, to include 3D images The following Scope of Services attempts to generally provide a range of services that may be required of the selected firm(s). No attempt has been made to isolate Civil Landside, Civil Airside, MEP, Architectural, and Environmental discipline work under the following scope of work. The firm shall have proven capabilities in areas such as the following, but RIAC will still consider respondents for contract award even if their qualifications only cover a portion of the list:
Civil/site work landside
Civil/site work airside
Structural
Geotechnical and survey
Obstruction analysis and easement acquisition
Seawall and other waterfront engineering
Architectural
Interior design
Building demolition RIAC reserves the right to interview some, all, or none of the firms responding to this RFQ based solely on its judgment as to the firm's proposals and capabilities. Please note, RIAC is tentatively reserving September 23, 2024 through September 27, 2024 for any potential interviews. Proposers are asked to reserve these dates accordingly. RIAC expects to notify proposers no later than October 31, 2024 by 4:00PM EDT. RIAC reserves the right to request and consider additional information from submitters and to reject any and all submittals on any basis without disclosing the reason. No firm may withdraw their submittal for at least one hundred twenty (120) days after the time and date set for submission. RIAC reserves the right to waive any irregularities and technical defects. RIAC reserves the right to modify, amend or waive any provision of this RFQ, prior to the issuance of a contract for the consulting services. Questions concerning this RFQ should be directed, via email, to procurement@pvdairport.com no later 2:00PM EDT, August 13, 2024. RIAC will respond to all relevant questions no later and the State of Rhode than
end of day no later than 2:00PM EDT. This addendum will be posted to RIAC's website Island's Division of Purchasing website. RIAC's standard Professional Services Contract (PSC) and Professional Services Agreement (PSA) is attached hereto and incorporated herein by this reference. RIAC expects the firm to execute this form of PSC or PSA without material change, which shall be determined by RIAC in its sole discretion. The term of the PSC or PSA will be for 5 years at the sole discretion of RIAC. The agreement is expected to commence between October 1, 2024 and January 1, 2025. Notwithstanding the foregoing, RIAC reserves the right to modify the PSC or PSA prior to engaging with the selected firm. Any questions about, or exceptions to, RIAC's PSC or PSA must be submitted in writing in advance of submittal of proposal as outlined herein, and does not constitute RIAC's acceptance of the modified terms. Firms are advised that exceptions to the following provisions will be summarily disregarded: Indemnification, Waiver of Damages, Termination of Agreement for Cause or RIAC's Convenience, Audits and FAA Required Clauses The method of Contractor Selection has not been Determined at this time.
