Renovation of an educational facility in Parkersburg, West Virginia. Completed plans call for the renovation of a educational facility.
After the bid opening, the bids will be compared as to quality, thoroughness, and cost by a representative of the Wood County Schools (hereinafter referred to as the "Owner"). The Owner or any of its employees will not be responsible for any unmarked bids opened prior to the above date. There is no pre-bid meeting. Questions shall be submitted to Ashley Brown at ashley.m.brown@k12.wv.us. Questions shall be received by 1:00 p.m., August 20th, 2024, to receive an answer. All bids must be accompanied by a Bid Bond, executed by the Bidder and an acceptable Surety, in an amount equal to 5% of the bid. The successful bidder shall submit a Performance and Material Bond within ten (10) calendar days of award notification. Failure to submit a Performance Bond nullifies the Bid. The successful bidder shall ensure that all employees and applicants for employment are not discriminated against because of race, creed, color, sex, or national origin. No bidder may withdraw his or her bid within thirty (30) days after the bid opening. The Owner reserves the right to conduct such investigation as necessary to determine the responsibility of a bidder, to waive all the informalities in the bidding process to the extent permitted by law, to reject any or all bids, and to make selections from the bids that are solely in the best interest of the Owner. Pursuant to Chapter 21 - Article 11 of the "West Virginia Contractor Licensing Act" all Contractors doing business in West Virginia must be licensed to perform work in the State. The Contractor's WV License number shall be affixed to all submitted construction bids and fully executed and binding construction contracts and agreements. A. Bids exceeding five thousand dollars ($5000) shall be accompanied by a Bid Bond payable to the owner for five percent (5%) of the total bid, issued by a solvent surety company listed on the most current Federal Register, Circular 570 and authorized to do business in the State of West Virginia. Should the bidder refuse to enter into a contract with the Owner on the terms stated in the bidding documents, the full amount of the bid security shall be forfeited to the Owner as liquidated damages, not as a penalty. B. A certified cashier's check is not acceptable as a Bid Bond. A. No Performance & Material Bond is required for projects of $25,000 or less. B. For projects exceeding twenty-five thousand dollars ($25,000), the bidder to whom the contract is awarded shall pay for, execute, and deliver to the Owner within ten (10) business days after award of the contract by the Owner a 100% corporate surety Performance and Material Payment Bond on AIA Document A311 (or equivalent form), to be executed by a solvent Bonding company listed in the most current Federal Register, Circular 570, and is authorized to do business in West Virginia. The labor and material Bond shall be in the sum of 100% of the contract of the company. C. An irrevocable Letter of Credit is not acceptable as a Performance Bond. REJECTION OF BIDS A. The Owner shall have the right to reject any or all bids and to reject a bid not accompanied by the required bid security or by other data required by the bidding documents or to reject a bid which is in any way incomplete or irregular. B. The Owner shall have the right to reject a bid based on a bidder's past work practices (with the Owner and/or other firm/government agency). In addition, any judgments or complaints against a bidder shall be cause to reject a bid. C. The Owner shall be the sole determiner as to bid acceptance or rejection.
