The City of Nashua invites qualified developers to submit proposals for redevelopment of a city-owned parcel of land known as the "Elm Street Middle School Site" a former Middle School building of approximately 150,000 SQ/FT built on top of approximately 9.0 acres of land. The City of Nashua is seeking proposals that recognizes the City of Nashua's desire to maintain the Keefe Auditorium, which therefore the respondent's proposal either delineates a subdivision of land and improved area as appropriate or proposes a development that provides the City of Nashua with the appropriate security, site control and ownership that would allow for the Keefe Auditorium to continue to operate, but allows for redevelopment of the land to occur as envisioned by the respondent. This land area has been studied extensively over the past couple of years. An Elm Street Middle School conceptual planning study was developed and is available for consideration. Please see Attachment A. The site is located adjacent to downtown Nashua off of Main Street via Lake Street. The city seeks to lease or sell the Property to a Developer as appropriate. This Developer will be viewed as the site's Master Developer and there should be a component of at least market rate residential housing along with deed restricted affordable housing. The City is agnostic relative to how these two community values of increasing housing and then specifically increasing affordable housing interplay with one another. The City does expect that the affordable housing component be done with an average AMI of 60% and done with an eye toward using a low-income housing tax credit as a financing tool. A preliminary conceptual plan and layout is attached for demonstration purposes, but by no means should be construed as a preferred approach to site development (please see Attachment A). The planning study centers around mid-rise building typology to help guide a prospective Master Developer in their thought process. This request for Proposals (RFP) requests information concerning the proposer's qualifications and capacity as well as preliminary concept in terms of program, design, and approach. Based upon the City's evaluation of proposals submitted in response to this RFP, the City may either to elect: (1) directly select a proposer with whom to enter into an Exclusive Negotiation (i.e. a Development Agreement); or (2) invite a shortlist of proposers to present additional details for their proposals which would include financial feasibility (more than what is called for in the RFP) and proposed financial terms (to put the land under agreement and provide site control), and, based on evaluation of such refined proposals, select a proposer with whom to enter into an Development Agreement. The Development Agreement will create a timeline in which the selected proposer will conduct due diligence, obtain approvals and ultimately outline the transfer of the Property.
