Renovation of a mixed-use development in Dubuque, Iowa. Completed plans call for the renovation of a conference / convention center; and military facility.

Description: The City of Dubuque is soliciting quotes from digital sign companies and manufacturers to replace outdoor electronic message centers (EMC) at two locations: o A single-faced, LED EMC in the exterior sign at the Historic Federal Building, 350 W. Sixth Street o A double-faced LED EMC in the exterior sign at the Port of Dubuque Parking Facility, 500 Bell St. The current EMCs are still operational but have exceeded their "life expectancy" and parts are no longer available. Deadline to Submit Written Questions: Aug. 14, 2024, @ 5 p.m. CST Response to Questions by Aug. 16, 2024 Project Review and Award Date: Aug. 28, 2024 (tentative) Vendors are asked to provide a proposal for all work, labor and materials as stated. The budget is not to exceed a $56,000 all-inclusive cost for both message centers together. The identified specifications are not intended to eliminate any potential vendor from submitting a proposal; however, they are intended to outline the quality and design of the equipment and service desired by the City of Dubuque. SCOPE OF WORK The purpose of this request for proposal is to invite prospective vendors to submit a proposal to provide two LED EMCs to the City of Dubuque to replace: o A single-sided EMC at the Historic Federal Building (current size is 7' 1/4" wide x 28" high x 5" deep) o A double-sided EMC at the Port of Dubuque Parking Ramp (current size is 8' 3" wide x 29" high x 5" deep The Vendor shall provide the following related to this particular RFQ: o Installation and electrical connection of new 6mm EMCs. o Vendor is responsible for verifying cabinet size and viewing area measurements. Viewing area should remain a similar size as the EMC being replaced. o Power is currently supplied to the signs. Contractor will need to verify adequate power supply and will need to call out in proposal if power needs to be modified, what that modification is, and cost associated to the modification. o Color: LED RGB with color capability of at least 1 quintillion o Video: Must play prerecorded clips 30FPS, imports Windows Video (AVI), Animated Text & Graphics o Brightness: Daytime 7,500 NITs maximum, Nighttime 700 NITs Maximum o Must include wireless communication plan with the life of signs. o Vendor must remove and dispose/recycle existing EMC displays. o The EMC must come with a content management system/editor. City desires the ability to update the EMCs from anywhere, anytime via app or web-based interface. o Temperature sensor required. o Acquire necessary permits as needed. o Training: web-based or in-person training for the content management system/editor. o Vendor responsible for working with City staff to ensure sign meets City of Dubuque electronic sign rules and any applicable design standards. o Vendor must provide rendering and materials used for the sign, ideally take a picture of the existing sign and dimension and show new sign showing any differences. o Vendor is responsible for obtaining sign permit through the City of Dubuque Planning Department. It is highly recommended to review the sign(s) proposed prior to submission with Assistant Planner Jason Duba, 563-589-4210, jduba@cityofdubuque.org. Before the sign is fabricated, the sign permit needs to be issued to the selected vendor. o No work is to commence on the sign until all sign permitting review has been completed. The vendor shall give all notices and comply with all laws, ordinances, rules, regulations, and orders of any governmental authority bearing on the performance of the work and shall notify the City if the contract documents are at variance therewith. o The Vendor will arrange for the return of all damaged or mis-shipped items. There will be no restocking fee or the return of items damaged or shipped by the vendor in error. All items returned will be credited to invoice within 14 days of receipt. o If applicable, no less than three (3) days of training to ensure adequate education of all personnel at the expense of the company providing the equipment to the City of Dubuque. Disposal/Recycling: o Vendor must remove and dispose/recycle existing EMC displays The City reserves the right, in its sole discretion, to reject any and all proposals, or parts of any proposal, for any reason whatsoever and waive technicalities. Proposals shall be good for 60 days after receipt by City of Dubuque.
