The City of Salisbury hereby requests qualified firms to submit Statements of Qualifications for engineering design related to civil site design for a new fueling site and parcel consolidation for government entities. The City has identified the preferred location for a fuel island at the corner of North Church Street and West Franklin Street, parcel # 011-055. The lot is 0.78 acres. An adjacent area may be used for fuel storage or other necessary elements depending on the design. Previously, the site housed Grimes Mill, built in 1896 as a flour and feed mill. It remained active until 1982 when it became the property of the Historic Salisbury Foundation. The City recently acquired this property. This parcel, with frontage on West Franklin Street, offers convenient fueling access for the Public Works Department, including Fleet, Transit, Street, Ground Maintenance, and Sanitation. It also provides easy access for other City Departments such as Police, Fire, and Utilities, benefiting from a City-managed fueling location. The City of Salisbury will continue using available resources for gasoline, DEF (diesel exhaust fluid), and diesel. Our goal is to enhance our fueling capabilities to support daily operations and provide additional inventory during inclement weather, fuel supply interruptions, or other emergencies. We seek a project solution that focuses on civil site design and parcel consolidation. The selected firm should provide specifications and construction documents that satisfy local, state, and federal guidelines and codes, as well as compliance and safety requirements for gasoline, DEF, and diesel fueling. Sustainability initiatives are encouraged, and environmental directives such as stormwater control and NPDES requirements are integral to the site design. Several elements to be considered in the site design are: o Environmental impact including any soil testing o Existing utilities, structures, and roads o Zoning, including plans to consolidate parcels identified by COS o Natural gas backup generator for fueling o Water and sewer to support passenger-size vehicle car wash o Accommodations for EV fast charge station o Stormwater management Interested firms are asked to submit a response to the Selection Criteria below. Additional details associated with the submittal follow. The selected consultant will work with identified staff from Public Works and Blue 1 Energy to discuss additional information and details critical to the development of a plan that will satisfy our requirements. Design and site restrictions may significantly impact the conceptual layout provided and will be discussed during the design phase. Specific details, including preferred street closures and fence locations, will be reviewed with City staff. All equipment specifications shall allow for equivalents.
