The project will consist of placement of approximately 240 engineered reef structures to a marked location at the Gwynn's Island Artificial Reef located 1.35 nautical miles outside of Hole in the Wall creek. Any structure placed at this site must have a minimum of 14 ft of water over the top of the structure at mean low water. Prior to the deployment day, the specific deployment site within the reef will be identified for acceptable deployment location based on water depth and existing material location. The contractor will be responsible for loading, transporting, and deploying reef structures to the marked site. All materials are to be available for inspection prior to and during loading (by VMRC staff). Structures not deemed suitable by the VMRC staff will not be deployed and must be taken back to the loading point by the contractor. A single-day deployment is preferred. The Virginia Artificial Reef Program is seeking a contracted company to carry out the deployment of approx. 240 concrete reef balls at the Gwynn's Island Reef Site. Completion date is as soon as possible but no later than September 16, 2024. The Commonwealth will make the award(s) on total sum basis to the lowest responsive and responsible bidder that is a DSBSD-certified micro business if such a bid is received, provided that the bid is up to and including $10,000 and the agency in its sole discretion determines that the bid price is fair and reasonable. Otherwise, award of the contract shall be made to the lowest responsive and responsible bidder that is a DSBSD-certified small business if such a bid is received, provided that the bid is not more than $100,000 and the agency in its sole discretion determines that the bid price is fair and reasonable. If, in the agency's opinion, the criteria in the previous two sentences are not present, then award shall be made to the lowest responsive and responsible bidder of any size, provided the agency in its sole discretion determines that the price is fair and reasonable. If applicable, unit prices, extensions and grand total must be shown. In case of arithmetic errors, the unit price will govern. If cash discount for prompt payment is offered, it must be clearly shown in the space provided. Discounts for early prompt payment will not be considered in making awards. The State reserves the right to reject any and all bids in whole or in part, to waive any informality, and to delete items prior to making an award. *The bid list for this project may be incomplete.
