Bid is Cancelled. Cancellation Description It has been determined to be in the best interest of the Government to cancel this requirement at this time. The Government reserves the right to resolicit this project in part or whole. Project # 436-20-118 Building 141 Exterior Stair Replacement Fort Harrison Montana _____________________________________________________________________________________ Overview Contractor shall furnish all labor and materials to perform construction for Project 436-20-118 (Building 141 Exterior Stair Replacement) at the Ft. Harrison VA Medical Center, Ft. Harrison MT in accordance with project plans and specifications. The objective of this project is to renovate the East entrance of the Administration Building 141. Due to frequent use, exposure to ice, salt, and the elements have dilapidated the mortar and tuckpointing causing the bottom and top stair treads to separate from the remainder of the stairs. Additionally, the existing handrail anchors have begun oxidizing which has cracked and spalled the brick mounting surfaces. Should asbestos or other hazardous materials be discovered, the situation will be treated as unforeseen site conditions and handled accordingly. Due to the historic nature of Building 141, the East stair renovation and replacement will follow the guidelines instituted by Montana State Historic Preservation Office (SHPO) to ensure that all new and renovated components are historically accurate. These items have been captured in the drawing set accompanying this solicitation. During the replacement of the stairs, all employees, patients, visitors, etc., will be required to use the main entry into the administration building from the South or the handicap accessible entry from the North as construction will necessitate full closure of the East stairs. The Contractor shall provide all necessary labor, materials, tools, equipment, and services to properly execute the project. The new stairs shall meet all NFPA, VA, state, and local codes and ordinances. As part of this project, drawings are provided by the VA. These drawings are for reference and informational use only. They shall not be used to exclusively define existing conditions. It shall be the responsibility of the Contractor to perform site investigation to identify site conditions and quantities to ensure integrity throughout the project prior to submitting a cost proposal. Construction considerations shall include but are not limited to the following: A phasing plan shall be developed to mitigate disturbance to the department. The space must remain fully functional during construction. Coordinate with the COR to ensure that the building s means of ingress/egress are properly cordoned off and alternate routes are clearly marked and provided for life safety. Contractor to meet all VA Infection Control regulations while working in the area, including but not limited to ICRA barriers, negative air and walk off mats. This project consists of ICRA class II conditions. The Contractor shall be required follow proper infection control measures as outlined in the attached draft ICRA. Contractor to ensure that all adjacent surfaces are protected from damage during the period of construction. Patch and repair any damage due to construction before the end of the contract period. The contractor shall identify their mitigation procedures as part of their daily reporting. The VA will perform regular walkthroughs, usually weekly, and audits of the contractor s compliance with the requirements. Stated ICRA classifications are per the direction of the VA and are non-negotiable. The hours of work shall take place during the normal business hours of 7:00 AM and 5:00 PM, Monday through Friday, Federal Holidays excluded. Request for weekend, after-hour, and Federal holiday work is permitted with a request in writing submitted beforehand. Off hours are not to billed as overtime. The Contractor shall phase and coordinate construction accordingly with VA COR to ensure that the individual stair wells are shut down for a minimal amount of time and that only one stair well is shut down at any given time. All work is to have a limited impact on the facility, veterans, and employees. This may require evening or weekend hours and will be identified in the schedule. All after hours work should be scheduled in advance. All work shall be scheduled and performed per the approved schedule. The schedule shall be approved and accepted by the COR and CO, in conjunction with the department occupying the space served by this project. The scope of this project includes the following improvements: Removal and replacement of the masonry brick stairs, brick cheek walls and stone capped columns, associated landings, and hand railings Landscaping New exterior sconces Tuckpointing Addition of heated concrete steps dyed to match existing brick, using an electric heating system. Addition of a new canopy (Bid Alternate #1, see Section 6 below) Removal and replacement of existing handrails on the single set of existing concrete stairs into Parking lot A to match site style handrails found elsewhere on the campus. Coordinate with COR Installation of a permanent center railing system at the South Stair All existing handrails shall be cut flush at their anchor points, removed, sandblasted, re-heightened and epoxy painted before installation onto new staircase Removal of existing windows along with a portion of the existing wall to allow a new steel access door for the new stair heating system Period of Performance This contract is expected to start upon Notice to Proceed (NTP) and be completed within 120 calendar days of issuance. It is expected that the contractor will work on administrative submittals and long lead time items during the first part of the NTP. No work, including administrative, will begin prior to the NTP. Safety The Dept. of Veterans Affairs (VA) requires strict adherence to the Code of Federal Regulations 29, Part 1926. This includes the requirement that the contractor have a Competent Person on the job at all times (must have a 30-hour OSHA card), and that all contractor employees have received a minimum of ten (10) hours of OSHA construction safety training. Documentation of these requirements shall be submitted and approved prior to performing the work. Contractor must submit a company Site Specific Safety Plan (SSSP) that must be approved by VA Safety prior to work beginning. This plan shall detail fire, construction, and health-related safety measures, in addition to listing Training Records for all employees for the previous year. A company standard or boilerplate safety plan will not be acceptable plan should contain a detailed hazard analysis for each element of construction to be performed such as an Activity Hazard Analysis (AHA) or Job Hazard Analysis (JHA). This entire project shall conform to 100% of all VA standards and specifications, OSHA, AIA Construction Guidelines, Joint Commission Environment of Care Standards, and applicable building codes. The Contractor shall be responsible for the health and safety of their own employees. The VA will inform the Contractor of any hazards such as designated permit confined spaces, electrical hazards, etc. which may affect Contractor employees. The Contractor must take precautions appropriate for the safety of their employees as well as provide equipment necessary for these actions. Contractor employees will notify the VA Representative before entering a designated permit required confined space, so precautions can be taken in advance of the work. The Contractor shall hold harmless and indemnify the Government against any and all liability, claims, and costs of whatsoever kind and nature for injury to or death of any person or persons and for loss or damage to any property occurring in connection with, in any way incident to, or arising out of the occupancy, use, service, operation or performance of work under the terms of the contract, resulting in whole or in part from the negligence acts or omissions of the Contractor, any subcontractor, or any employee, agent, or representative of the Contractor or subcontractor The Contractor is responsible for protection of existing finishes, and VA property, furnishings, fixtures, and equipment (FF&E), located in the areas where demolition, construction, preventative maintenance, and repair work is being performed, as well as along paths of travel to and from these areas. Both exterior and interior finishes and property must be maintained. The contractor is liable for any damage to VA property during the course of the contract. Any damage to existing finishes must be repaired by the Contractor to equal or greater quality than existing finishes. All tasks accomplished by the Contractor personnel will be performed to preclude damage or disfigurement of government-owned FF&E and architectural or building structures. Contractor will report any damage or disfigurement to these items when caused by the Contractor s personnel and will perform repairs or replace government-owned equipment, fixtures, furnishings, grounds and architectural or building structures to their previously existing condition. The Contractor must submit copies of certifications for safety training of the Competent Person stationed onsite to the COR before work begins. Execution The Contractor will perform all work and provide the labor, materials, and equipment needed to meet this Statement of Work and the Construction Documents. The government shall not loan or provide any labor or equipment. The government is not responsible for costs incurred due to mismanagement of labor or lack of proper equipment. Quality of Work The contractor shall validate all field conditions. The contractor shall provide all labor and equipment to fulfill construction document deliverables and commissioning of systems related to disciplines of work; demolition, abatement (if determined to be necessary), civil, structural, architectural, plumbing, mechanical, and electrical. The contractor shall provide opportunities for inspection of each discipline. The contractor shall provide the Montana VA Healthcare System with the proper skilled labor, equipment, materials, supplies, and supervision for performance of all work indicated or referenced within this Statement of Work and by the corresponding Construction Documents for a 100% functional and certified product upon completion. The contractor shall provide administrative requirements including insurance, bonding, Infection Control Risk Assessment permit, all required safety documentation, participate in construction progress meetings, submittals, close-out documentation, warranty, as-built drawings, and all other documentation specified. Bid Alternates Bid Alternate #1 Canopy The canopy shall be a moderately simple canopy cover that shall be added over the East entry door to include the accompanying energy efficient sconces at the beginning of the stairway to match historical originals. Code Compliance All NEC/NFPA and other applicable healthcare facility codes referred to in specification or VHA Publications such as VHA Directive 1028 and Electrical Design Manual are applicable to this project and will be strictly enforced. Seismic requirements published on the VA Technical Information Library (TIL) are applicable. Any deviations or work that is non-conformant to standards, regulations, or specification shall be removed and corrected at no cost to the Government. The VA adopts the most current versions of the NFPA and other applicable publications. Provide documentation via submittal. All current VHA Directives, Specifications, Guidebooks, and other TIL references are applicable at the time of bid. (https://www.cfm.va.gov/til/) (https://www.va.gov/vhapublications/) Existing Conditions The Contractor is expected to be familiar with the existing conditions and the work to be performed. The Contractor shall verify all areas requiring work as stated in Section 1 of this Statement of Work, prior to the commencement of work. Location of Work All work associated with this project will be completed at the Fort Harrison Campus of the Montana VA Health Care System, located at 3687 Veterans Drive, Fort Harrison, MT 59636. Pre-Bid Walkthrough A pre-bid walkthrough will be held on site and scheduled by the Contracting Officer (CO). Questions may not be asked on site or directed to individuals. All questions shall be in writing and submitted to the Contracting Officer by the specified deadline. An attempt to provide responses for questions that do not make the deadline will be made, but there is no guarantee that they will be answered. Construction Schedule The Contractor shall provide to the VA a detailed Gantt Chart construction schedule indicating workflow and impact in a three-week look ahead format which shows last week, this week, and next week. Work progress shall be discussed weekly at construction progress meetings. This schedule must be updated every week, prior to the construction progress meeting. Any impacts to VA operations must clearly be identified on the construction schedule. The Contractor shall attend weekly meetings. The Contractor shall provide a meeting agenda prior to each meeting. The contractor shall provide meeting minutes to the VA within one week of the meeting occurrence. The contractor shall provide a three week look ahead schedule prior to each meeting. Working Hours The Contractor shall discuss work hours with the Contracting Officer s Representative prior to the commencement of work. The Contractor and Contracting Officer s Representative will agree on the hours of operations for each portion of work. The Contractor is responsible for notifying the VA of the time, location, and work to be performed during off-hour engagement. Daily Work Reports The Contractor shall complete and submit Daily Work Reports to the VA. The daily reports shall be completed on forms prepared by the Contractor, acceptable to the COR, and shall be submitted to the COR at the conclusion of each workday. Daily reports should include photographs of existing conditions, work in progress, and the finished conditions. Request for Information (RFI) Any deviations in required work items from the Construction Documents and this scope of work shall come in the form of an RFI through an electronic submittal software. The contractor must use a construction management software that is accessible by VA personnel using the VA network. The A/E shall provide the first response and the VA shall provide the Final Response. The Contracting Officer is the only entity that can approve changes that impact the Scope of Work and Contract Cost. Any contractual changes will come in writing from the CO. The contractor shall maintain an RFI Log throughout the duration of the project and update it weekly to reflect the most current RFIs being tracked. Submittals, Inspection, and Acceptance The contractor will not be able to mobilize onsite until full construction Notice to Proceed (NTP) has been issued. All critical submittals shall be approved and logged using the submittal register. The submittal register will be provided after award. An administrative NTP will be issued t the pre-construction conference. The contractor shall use an electronic submittal tracking system for management of submittal status. An initial submittal register will be provided to the contractor. Within one week of NTP, the contractor shall provide to the VA a complete electronic submittal register for review and acceptance. All submittals for each item must be approved prior to purchase and/or installation per the specifications. The contractor will be required for all tracking and updating of the submittal register throughout the life of the project. The contractor must provide the updated submittal register prior to the weekly construction progress meeting, and with all progress payment requests. The submittal register must include the following: Project Safety Plan OSHA Certifications Letter of Superintendence Quality Assurance/Quality Control (QAQC) Plan Demolition Debris Management Plan Asbestos and Lead Based Paint Abatement Plan, per Montana DEQ requirements Environmental Protection Plan Infection Control Plan Project Schedule Coordination planning before each feature/division of work All Submittals/Samples required by Project Specifications and Project Drawings including but not limited to: Description of each product Submittal Drawings and/or Manufacturer s literature/data as required by the specifications Samples as required by the specifications Test reports as required by the specifications Material Certificates of compliance Buy American Act Compliance Contractor certification Recycled Content of sustainable materials specified Installer qualifications Warranties Operations and Maintenance Manuals Training Documentation Additional submittals may be required at the request of the Contracting Officer or COR. A comparison of products for QA/QC may be requested by the COR and CO. The A/E and COR will approve/disapprove Contractor submittals. Any submittal that is disapproved shall be addressed by the Contractor in a timely manner. If more time is needed to address disapproved submittals, the Contractor may ask, in writing, for additional time from the COR. The VA has a pre-determined number of working days to review submittals once the A/E has provided comment. Information regarding number of days for the submittal process can be found in the project specifications. The COR will accomplish inspection and acceptance of the work on behalf of the Contracting Officer. Any work that is to be enclosed (earth, concrete, etc.) shall be inspected by the COR prior to covering. All work must be accepted by the COR on behalf of the Contracting Officer. Any work that is found to be unacceptable by the COR shall be removed and replaced at no cost to the Government. All workmanship/quality of work is subject to acceptance. Parking Due to limited parking, campus size, and multiple ongoing construction projects, the contractor shall limit the number of contractor vehicles on site to an appropriate level. Parking in Lot E3 will be restricted to VA staff and visitors only. At no point are contracted staff work vehicles to be parked in no parking areas or fire lanes. Contractors are subject to citation for parking violations by VA Police. Coordinate with the COR for alternate parking locations. Test and Performance The Contractor shall notify the Contracting Officer s Representative two (2) weeks in advance of any performance, inspection, or acceptance tests that are to be conducted. The tests shall be performed in the presence of the Contracting Officer s Representative. If a VA representative is not present during the time of any performance, inspection, or testing, the procedure may be required to be performed again, at no cost to the Government. Liability of Contractor Any damage to government property caused by the Contractor shall be repaired or replaced by the Contractor at no cost to the government. The Contractor shall not disconnect any service or utilities without prior approval of the COR. No less than a 30-day notice shall be given to the COR if interruption is needed. The government will not be held liable for any costs incurred due to time constraints needed for service or utility interruptions. Site Cleanup and Restoration Damage of interior and exterior items such as lawns, irrigation, electrical, walls, ceiling tile, and any other Government owned equipment shall be repaired/replaced at no cost to the Government. Upon completion of work, the Contractor is responsible for any punch list items accrued during the final walkthrough by the Contracting Officer s Representative. This contract will not be fulfilled until all items are addressed in a timely manner, inspected by the Contracting Officer s Representative, and have written approval. Spare Parts The contractor shall supply one additional set of all preventative maintenance items such as lubricants, fuses, filters, valves, and other required spare parts to the VA Facilities Department. Closeout The contractor shall provide a two (2) week notice to the COR for the onsite Final Walkthrough and Punch List for Acceptance as well as other planned milestones. The contractor shall provide a one (1) year warranty on all items within the Scope of this Project, subject to latent defects, per 52.246-21 Warranty of Construction. Redline During the construction period, the contractor shall maintain a set of redline prints of the Construction Documents and Shop Drawings for project record document purposes. The contractor shall track the redlines as the construction progresses. The Project Manager will certify that these documents are up to date when the contractor submits a pay application. The closeout procedure cannot commence until the redlines have been submitted to the VA for approval. The contractor shall furnish all labor, equipment, materials, and supervision for the building 141 (East Side) staircase replacement at the Ft. Harrison VA Medical Center, Ft. Harrison MT, 59636. Project magnitude: between $500,000 and $1,000,000. The NAICS code is 236220 Small Business size standard is $45 Mil. In accordance with P.L. 109-461, this acquisition is 100% set aside for Service-Disabled Veteran Owned Small Businesses concerns. See VAAR 852.219-10, Notice of Total Service-Disabled Veteran Owned Small Business Set-Aside of this solicitation for information in regard to requirements in order to be considered. Offerors must be both VISIBLE and VERIFIED by the Department of Veterans Affairs Center for Verifications Evaluation (CVE) prior to proposal receipt. Failure to be both VERIFIED by CVE and VISIBLE on VetBiz prior to contract award will result in the offerors proposal being deemed non-compliant. All offerors are urged to contact the CVE and submit the aforementioned required documents to obtain CVE verification of their SDVOSB status if they have not already done so. In accordance with FAR 52.204-7, System for Award Management (SAM), Prospective contractors shall be registered in the SAM database prior to close of solicitation.
