Hydrant Replacement Program. The work shall include the removal of the old hydrant, barrel and fittings and installation of the new hydrant, including the hydrant barrel, thrust block clean stone and other appurtenances. The hydrant service valve at each location shall be exercised and determined to be operable. If the valve is determined to be nonfunctional or broken, it shall be replaced at the discretion of the Township Engineer. Hydrants that are removed shall be returned to the Department of Public Works yard. New hydrants shall be painted and re-fitted with the collar indicating the hydrant number. If the hydrant does not have a numbered collar, the hydrant number shall be stenciled and painted on the hydrant barrel. Hydrants indicated to be repaired will be paid on a lump sum basis. Bids must be made on proposal forms and must be enclosed in sealed, special addressed envelopes bearing the name and address of the bidder and work bid upon, on the outside, and must be accompanied by a duly executed Consent of Surety, Statement of Financial Responsibility, NonCollusion Affidavit and Certified Check or Bid Bond for ten percent (10%) of the amount of the bid but in no case in excess of $20,000.00 as a guarantee of good faith and must be delivered at the above place at the time designated. The device shall be provided by the Bloomfield Water Department. Work to be completed in forty-five (45) calendar days. The Township Council reserves the right to reject any or all bids or any or all items in the proposal; to increase or decrease or eliminate such items as may be necessary for the adoption of any alternate; to accept that one which, in its judgment, best serves its interest; to waive any informalities or irregularities in the bids received and to accept the bid from the lowest responsible bidder.
