The purpose of this Request for Proposals (RFP) is to solicit proposals for biosolids beneficial reuse services (land application services) for the City’s DEQ-approved dryland pasture (range ground) land application sites at Madison Ranches and dryland wheat sites near Echo, OR Contract Start Date January 1, 2025 If a proposal deemed suitable by the City is received, the City anticipates having the awarded proposer begin work on or about January 1, 2025, with submittal of deliverables to the City as defined herein and shall terminate on or about December 31, 2030 with the option to renew for an additional five years at intervals mutually agreed upon between the City and Contractor for a total contractual period of not more than ten (10) years. The City anticipates having the contract negotiated and executed by January 1, 2025, that includes, a schedule, as needed, for obtaining permits, agreements, and equipment, etc., prior to commencing operation. Question Deadline 08/19/2024 Questions and requests for clarification regarding this Request for Proposal must be directed in writing, via email, to: cynthia.phillips@portlandoregon.gov; at least ten (10) calendar days prior to the proposal due date. Therefore, respondents are advised that any questions received less than ten (10) calendar days prior to the RFP opening date may not be answered The City of Portland reserves the right to modify, revise, or cancel this RFP. Receipt and evaluation of proposals or the completion of interviews does not obligate the City to award a contract.
