Taylor, Procurement Officer, Phone: (804) 698-4456 or E-mail: rebecca.m.taylor@deq.virginia.gov Small Business Set-Aside for Award Priority The intent and purpose of this Unsealed Request for Proposals (URFP) is to solicit unsealed proposals, to establish a spot-purchase contract through competitive negotiation with a qualified source that can provide the Virginia Statewide Solid Waste Management Plan (SWMP) Development Services, as specified herein, for the Department of Environmental Quality, an agency of the Commonwealth of Virginia. The contract term shall be effective upon the Contractor's Receipt of a Fully Executed Contract, through DEQ's final acceptance of the Virginia Statewide Solid Waste Management Plan (to include conclusion of the final public comment period and any revisions to the Virginia Statewide Solid Waste Management Plan resulting from the final public comment period). This public body does not discriminate against faith-based organizations in accordance with the Code of Virginia, 2.2-4343.1 or against a bidder or offeror because of race, religion, color, sex, national origin, age, disability, sexual orientation, gender identity, political affiliation, or veteran status or any other basis prohibited by state law relating to discrimination in employment. Faith-based organizations may request that the issuing agency not include subparagraph A.(6) in General Terms and Condition 3. Such a request shall be in writing and explain why an exception should be made in that invitation to bid or request for proposal.
