The City of Duluth, Minnesota, is seeking proposals from engineering/design consultants for Duluth Energy Systems' (DES) coal retirement project. DES is the city-owned energy system that provides heating service to the city's downtown and Canal Park. The City plans to replace coal with fuel oil as the back-up fuel source in four water tube steam boilers. As part of this project two coalfired boilers will be converted to natural gas-fired operation. The remaining two boilers have already been converted to operate with natural gas. Design services should include the addition of a fuel oil storage, along with the required equipment to deliver fuel oil to the four steam boilers, and the necessary boiler modifications to burn fuel oil. Consultant will develop detailed design of the proposed conversion along with engineer's estimates and bid and construction packages. September 4, 2024 The City reserves the right, in its sole and complete discretion, to reject any and all proposals or cancel the request for proposals, at any time prior to the time a contract is fully executed, when it is in its best interests. The City is not liable for any costs the Bidder incurs in preparation and submission of its proposal, in participating in the RFP process or in anticipation of award of the contract. Awarded Proposer will be required to sign the standard City Professional Service Engineering Agreement, a copy of which is attached to this RFP. Please submit any questions or concerns about the agreement before you submit your proposal.
