The intent of this Invitation for Bid is to obtain contractor rate information and create a pre-approved listof local contractors to be on-call to supplement Bridgeport's Department of Public Facilities' efforts to respond to ice and snow conditions on City Streets as needed for the current 2024-2025 winter season. The City may also request same services for City-owned parking lots and/or schools. This bid seeks fleet and labor information for plowing and/or sanding City roadways and City-owned parking lots. To meet its goals the City is interested in entering into agreements for various sized vehicles with operators. See attached Scope of Service Sheet. It shall be the sole responsibility of the submitter to pay for any type of delivery service charge, and to see that the Office of the Purchasing Agent receives his/her submission on time. The clock used shall be the Purchasing Agent's official date and time stamp clock. The City does not assume financial responsibility for late deliveries by the U.S. Postal System or any other delivery service. The City shall not be responsible for and/or shall not pay any costs associated with the preparation, submission, or presentation of any submission, or costs incurred by the responding firms. The City reserves the right to: Reject any and all bids in whole or in part or to waive any informality in bidding if it isdetermined to be in the best interest of the City of Bridgeport. To make award to more than one bidder. Make awards not based solely on low bids when logistic factors enter into response time equation. Verify payment of all real and personal property taxes by the Contractor prior to the award of any contract or renewal. Award a contract resulting from the solicitation to the responsible vendor(s) whose offer, conforming to the solicitation, will be most advantageous to the City of Bridgeport in terms of cost, price, and other factors specified elsewhere in this solicitation, considered under a Best Value analysis as provided by City ordinance. The Contractor shall be responsible for the repair and/or replacement cost of any damage to the City and/or its personal property caused by the use, misuse, or negligence caused by the Contractor or Contractor Employees or his subcontractors. This includes but is not limited to: traffic signals or poles, street lights or poles, street signs, fire hydrants, curbs, sidewalks and fencing. The dollar amount of the damage determined in the Contractor's area may be deducted from his payment. Firm price for the length of the bid unless there is a materially dramatic and reasonably unanticipated change in the market. The City of Bridgeport may entertain a request for a price change (increase or decrease) upon a written request submitted together with details of reasoning and accompanied by supporting documentation to substantiate the request. If the City of Bridgeport agrees to a price change, but the amount of the change is in dispute, the price may then be negotiated with the Department of Public Facilities with input from the Purchasing Agent. The City will not entertain bids which include any additional charges not addressed in the bid package such as fuel surcharges or travel or lodging expenses. It is hereby understood, agreed and acknowledge that upon award of the successful bid the undersigned bidder shall be bound and obligated to perform for the City of Bridgeport in accordance with the Terms, Obligations, Conditions, and Specifications as set forth in this bid and the Invitation to Bid. Any changes, revisions or alterations of this contract of the Terms, Conditions, and Requirements herein shall deem this document to be null and void. This bid and the Invitation to Bid shall be an enforceable contract between the City and the undersigned bidder.
