Summary The objective of this project is to provide on-call roofing and waterproofing services for emergency and non-emergency repairs to building envelopes at the Orlando International Airport buildings (MCO). This will be a 5-year project commencing on or about October 1, 2024; this will be a time and material-based contract with the Contractor's personnel being on-site Monday through Friday 7am - 3:30 pm as well as responding to emergency calls during non-standard working hours. Background The Greater Orlando Aviation Authority (The Aviation Authority) require emergency and non-emergency repair on-call roofing and waterproofing services from a licensed roofing contractor with experienced in commercial roofing. The services to be performed are for various building types throughout the Orlando International Airport which comprise of approximately 135 buildings with square foot area of approximately 17 million square feet with varying roof types including but not limited to Modified bitumen, TPO, Fibertite and metal roofing. 5.1. Overview The contractor shall supply all labor, various materials, tools, supplies, equipment and all appurtenances necessary to complete all required building envelope repairs for emergency and non-emergency water intrusion and regular and schedule roof maintenance at the Airport Buildings. The work to be performed under this contract includes but is not limited to replacement and/or repairs of bituminous, single-ply or metal panel roofing systems, metal decks, non-structural light weight concrete decks, roof deck insulation, flashing, coping, equipment curbs, termination points, expansion joints, roof drains and flashing, and associates roofing accessories, metal flashing or other roofing systems and components and other works normally related and associated with roof construction, as well as waterproofing, skylight, windows and other moisture proofing repairs for structures. In addition, the Contractor will be required to perform scheduled roof inspection throughout the Airport and when required provide repair services for roofs that require immediate attention subject approval by the AAR. 5.2. Aviation Authority's Responsibilities The Aviation Authority will provide parking at the specific/specified parking areas at no cost to the Contractor or its employees while performing the work specified herein. A Management Card will be provided to the contractor for parking in the terminal garages and terminal top parking. 5.3. Contractor's Responsibilities All work performed under this contract shall be carried out under the direction of the AAR. The Contractor in the course of the work under this contract is responsible for continuous communications and coordination with the AAR. The Contractor shall provide trained personnel for all phases of this contract as specified in the Scope of Services. The Contractor shall not shut down any equipment, road or utility unless permission is first obtained in the form of a Utility Outage Notification (UON) by the AAR. When required, the Contractor shall comply with local state and federal regulations. It is the responsibility of the Contractor to keep the AAR informed of the status of all work in progress on a daily basis including but not limited estimated completion date, parts/materials delivery dates, unexpected or unforeseen conditions. The Contractor shall attend a contract coordination meeting and all meetings after the commencement of the Contract as requested by the AAR. At the end of the term of the Contract, the Contractor shall attend meetings before and after the expiration of the Contract if, upon expiration, another Contractor has been selected to provide the services. The Contractor assumes all liability with respect to the its Employees and Employees of any Sub-Contractors assigned to this Contract if they are injured on the Aviation Authority property. 5.4. Work Hours a. Standard Work Hours - - The Contractor shall normally perform work during Standard Work Hours which are between 7:00 am and 3:30PM per workday. The Contractor shall be present on-site Monday through Friday for a total of 40 hours per work week; this excludes the Aviation Authority's observed holidays. The Aviation Authority may require the Contractor to perform work during Non-Standard Work Hours which are outside the Standard Work Hours. b. Response Time for Regular Service Calls - The Contractor shall respond verbally by telephone to written or verbal request by the AAR or the Central Plant Dispatcher within twenty-four (24) hours of receiving the request and shall commence on-site repair or replacement services within forty-eight (48) hours from the time of the Aviation Authority's written or verbal request is received by the Contractor. c. Response Time To Emergency Call Services - The Contractor shall respond on site for any emergency service problems within two (2) hours of the Contractor receiving the request from the AAR, or Central Plant. This service must be available on a twenty-four (24) hour, seven (7) days per week, three hundred sixty-five (365) days per year basis (366 on Leap Year). d. Non-Standard Work Hours - The Contractor may arrange to perform work during non-standard work hours with prior written approval from the AAR. The Contractor shall advise the AAR seventy-two (72) hours in advance of its projected work schedule. e. The Aviation Authority Holiday Work - The Contractor shall perform no work during weekends, or the Aviation Authority holidays, without the prior permission of the AAR. The Contractor shall give the Aviation Authority sufficient advance notice to request working on such holidays or during non-standard hours to allow the Aviation Authority to assess the impact that such activities would have on normal scheduled operations. f. Emergency Conditions - In the event an emergency condition is declared by the Aviation Authority's Chief Executive Officer, Chief Operating Officer, Vice-President of Facilities or their respective designees, the Contractor will perform work during such hours as specified by the Aviation Authority. g. Sign-In and Sign-Out Log - The Contractor's employees shall, upon arrival on Authority's property, sign in on the Contractor's Log, and advise the AAR as to where scheduled work will be performed and, to update the AAR on issues or progress made on existing work. Depending on the urgency of reported maintenance issues, for example leak reports throughout the Airport, the AAR may instruct the contractor to resolve maintenance issues based on safety and priority. Upon completion of work, the Contractor's employees shall sign out on the Contractor's Log. h. Reimbursable Charges - Charges will be for actual hours worked on Aviation Authority's site. Contractor's invoice time must match the Contractor's sign in/out logs times. Time required for travel to and from the Aviation Authority site is not eligible for reimbursement. Such time should be included in the Contractor's overhead cost. 5.5. Contractor's Staffing The Contractor's employees engaged to perform work under this Contract should be regular, full-time personnel. The use of "short term temporary" or casual "day labor" personnel to perform the work will not be permitted, except as authorized by the Aviation Authority on a case-by-case basis in situations such as employee illness or disability. This prohibition shall extend to the use of any temporary help or placement agencies. The Contractor shall cooperate fully and to provide assistance to the Aviation Authority in the investigation and resolution of any complaints, claims, actions, or proceedings that may be brought by or that may involve its Employees or Employees of Sub-Contractors, including operations management. Any complaints or inquiries, shall have a written response to the complainant, no later than ten (10) days from written notification of an issue, and a copy provided to the AAR. The Contractor Supervisor or lead is required to carry a working cell phone at all times while on duty to communicate with the AAR. While on duty the Supervisor/lead is required to be available by phone when contracted by the AAR or designee in order to respond to issues. Should they not be able to be reached immediately, they shall return any missed calls within 30 minutes. The Contractor shall immediately report to the AAR any critical issues discovered during the shifts .shifts. The AAR will coordinate with the Contractor on the reporting and tracking the repair process. Prior to the commencement of the works required under the contract, the Contract shall provide the resume of the employee(s)/staff member who will be assigned to the Airport to respond to leaks and maintenance calls. Once assigned, the Contractor's employee(s) will not be reassigned or replaced with the Aviation Authority 's authorization. 5.6. Contractor Performance The Contractor shall perform all of its obligations and functions under the Contract in accordance with the Contract specifications and industry standards. The Contractor shall adjust and coordinate its activities to the needs and requirements of the Aviation Authority and perform its activities so as not to annoy, disturb, endanger, unreasonably interfere with or delay the operations or activities of the Aviation Authority. Contractor's personnel shall perform Work in a neat and professional manner, and in compliance with all Federal, State, and City of Orlando regulations and ANSI specs. OSHA rules and regulations shall be followed at all times. The provision of additional personnel is to be coordinated with the AAR or designee. The Aviation Authority will assign the areas throughout the Airport campus where the Contractor's staff personnel will perform their responsibilities. Assigned locations could be in the interior or exterior of the Airport. Any work required beyond that which is specified herein shall be reported in advance to the AAR. At no time shall work beyond the scope be performed without prior written authorization from the AAR. The Contractor shall advise the AAR, as soon as is practical, of any condition, which may adversely affect the Contractor's ability to provide the services required by the contract. The Contractor shall advise the AAR immediately of any defect or condition of which the Contractor becomes aware in the performance of any work, which may result in loss, damage or unsafe conditions, but which, is not covered under the scope of the Contract. The Contractor shall provide a motor vehicle with a vertical clearance of seven feet (7'-0) that it required to drive and operate anywhere on the Aviation Authority's property. Unless approved by the AAR, all work shall be performed by a single employee/ Journeyman Roofer. In special circumstance where two or more people are required, the Contractor will seek approval from the AAR prior to assigning additional employees to complete repairs. The Contractor shall be considered in violation if he fails to take corrective action in a timely manner after receiving written notification from the AAR for a repair or a problem discovered by the Aviation Authority. The Aviation Authority reserves the right to make all final decisions to determine whether or not repairs are completed satisfactorily. 5.7. Roof Repairs and Waterproofing Maintenance Emergency and Non-Emergency Repairs The AAR will notify the Contractor of reported leaks, emergency roof repairs and other water intrusion work orders. Contractor shall complete repairs within 24 hours of receipt of notification. If temporary repairs are performed due to site/weather conditions or other circumstances, the Contractor shall notify the AAR via telephone (voice mail message is acceptable) or email of temporary repairs and anticipated schedule for final repairs. Once permanent repairs are performed, the Contractor shall notify the AAR of the completion of repairs. Permanent roof repairs shall be in accordance with the National Roofing Contractors Association (NRCA) repair manual for Low-Slop Membrane Roof Systems, FM Global and shall be in accordance with manufacturer's warranty requirements if the roof system is currently under a manufacturer's warranty. The Contractor shall provide date stamped photographic documentation of before and after roof leak repairs for the Aviation Authority's records. The Contractor must furnish all industry specific materials, tools and supplies necessary to perform the services requested in a safe and effective manner, including, but not limited to the following: Scaffolding, ladders and extension equipment to be used for application on elevated surfaces to allow the Contractor to reach the highest point, at a given location, in a safe and efficient manner. 5.8. Roof Inspection The Contract will schedule and complete quarterly, semi-annual and annual roof inspections for the various roof types throughout the Airport. The requirements and deliverables are as follows: Visual Inspection The Contract must conduct a thorough visual examination of the roofing systems for each building envelope as per agreed schedule. Roof Surface: Inspect for signs of wear, damage, or deterioration. Flashing & Penetration: Check flashing around vents, skylights and other roof penetrations. Drainage Systems: Evaluate gutter, downspouts, and drains for blockages or damage. Membrane Condition: Assess the condition of the roofing membrane (e.g., TPO, Modified Bitumen, Fibertite, EPDM) Seams and Joints: Inspect all seams and joints for integrity. Parapet Walls and Coping: Examine wall flashing, roof and wall coping. Roof Drainage Assessment Evaluate the effectiveness of the existing roof drainage systems. Assess slope and condition of existing drain apparatuses. Roof Documentation and Photography Take detailed photography of critical areas (e.g. damage sections, penetrations, seams) Document findings including locations, areas and descriptions. Report Compilation Compile all inspection data into a comprehensive report for the AAR review. Include observation, recommendations, and prioritized repair or maintenance issues. Specify any necessary repairs, replacement, or improvements. 5.9. Repair Protection The Contractor shall protect surrounding areas and surfaces to prevent damage and accidents during work. During work progress, the Contractor shall keep premises free from any unnecessary accumulation of tools, equipment, surplus materials, debris and the like. The Contractor shall provide covering and protective equipment as dictated by the job conditions. The Contactor shall be responsible for any damage that occurs due to misplaced tools, materials and or improper repairs; as well as damaged caused by their employees and equipment. 5.10. Post Repair Clean-Up The Contractor shall establish and maintain storage conditions for materials in accordance with the manufacturer's instructions. The Contractor shall dispose of all hazardous waste in accordance with all applicable federal, state and local laws and ordinances. At no time shall the use of the Aviation Authority's dumpsters or trash receptacles be allowed at any location throughout the Airport. The Contractor shall provide all services in accordance with the current state adopted codes, and repair services laws or ordinances, and all rules and regulations of the health, public and/or other authorities controlling or limiting the methods and materials to be used, or the actions of those engaged in this kind of work. The Contractor shall take all the necessary precautions to prevent fire hazards and spontaneous combustions on property. All sealant, underlayment, shingles, roofing nails, clothes, cloths and other hazardous materials shall be removed from the work site daily. The Contractor must give prompt and immediate notice to the AAR, of any condition deemed hazardous to Authority's staff, Airport passengers and or other users of the Airport facilities. 5.11. Reports The Contractor shall provide reports on a daily, weekly, or monthly basis, as requested by the AAR. The reports shall include, but not be limited to, the scheduled hours and actual hours worked, the quality of performance, and the services provided by the Employees and Supervisors, including Sub-Contractors Employees and Supervisors. Contractor is required to have electronic attendance and electronic scheduling systems for all the reimbursable positions under this Contract. 5.12. Warranty Guarantee: The Contractor shall fully guarantee all workmanship and products furnished and installed under this contract against defect for one (1) year after completion. Defects will be repaired or replaced at no charge to the Aviation Authority. Contractors shall supply the Aviation Authority with all warranty information whether it be expressed or implied. The Contractor agrees that, unless otherwise specified, the supplies and/or services furnished under this contract shall be covered by the most favorable commercial warranty the Contractor gives to any customer for comparable quantities of such supplies and/or services and that the rights and remedies provided herein are in addition to and do not limit any rights afforded to the Aviation Authority by any other provision of this contract. Upon completion, the AAR may inspect areas where work has been performed; the Contractor must correct deficiencies noted during inspection within five (5) calendar days following receipt of written notice of such deficiency. 5.13. On-Site Communications The Contractor shall provide, at no cost to the Aviation Authority, company provided cell phones for their Staff assigned to this contract to assist in the performance of their duties. 5.14. Safety & Precaution The Contractor shall be solely and completely responsible for initiating, maintaining, and supervising all safety precautions programs in connection with repairs and maintenance as per OSHA/Federal/State and local regulations. The Contractor shall take all necessary precautions for safety and shall provide the necessary protection to prevent injury of employees on the work site and other persons including but not limited to, the general public who may be affected thereby. The Contractor shall utilize maximum safety precautions. Tools and equipment will be in good condition, safe to use, and be used in the manner in which they were intended. The Contractor is required to inform all workers and concerned persons of the Safety Data Sheets on all products being utilized on this project. No materials or equipment will be left unattended or stored on the project site at any time. Any and all permits shall be submitted and approved by the Aviation Authority prior to any work under this heading is performed. Personal Protective Equipment (PPE) Hard Hats: All personnel accessing the roof must wear hard hats to protect against falling objects. Safety Glasses: Proper eye protection is to be worn to prevent debris or dust from entering the eyes. Non-Slip Footwear: Ensure employee(s) wears appropriate footwear with slip-resistant soles. Gloves: Gloves are to be worn when handling materials and to protect hands from sharp edges. Fall Protection Measures Guardrails and Safety Rails: Install temporary guardrails around roof edges to prevent accidental falls. Safety Harnesses: Roofers should wear a safety harness attached to secure anchor points when working 6 feet above the ground and not protected by a guardrail or parapet wall. Safety Nets: The Contractor shall set up safety nets below work areas to catch falling debris or workers. Ladder Safety Stable Placement: The Contractor is required to position ladders on stable ground or surface and secure the ladder at one or more points to prevent slipping or movement. Three-Point Contact: Always maintain three points of contact when climbing or descending ladders. Weather Considerations Wind: Avoid inspections and roof work during strong winds or storms. Lightning: Immediately evacuate the roof if lightning is detected.
