Contractor is required to furnish all labor, parts, materials, supervision, equipment, supplies, and tools necessary to fully service, maintain, and repair the following: 1. All CCTV monitors, cameras (approx. 400), camera lenses and data lines from Building 16 to the Main building at JJP VAMC. All interior and exterior CCTV cameras including camera facing Building 16 gate and all associated security system equipment throughout the Medical Center for VA Police Security System. 2. Thirty-Three (33) Avigilon cameras and its Avigilon Surveillance System which includes its equipment, monitors, and computer located in 1C-01 at JJP VAMC. 3. Eight (8) emergency blue light stations with Avigilon cameras, sensors, audio feeds, connections, cameras, lights, communications, at JJP VAMC. 4. Cameras and monitors located each section of warehouse, 6B ward, 8C MICU, Canteen retail store, and main kitchen administration office at JJP VA Medical Center. 5. Panic alarm motion, detection, and intrusion alarm system input boards at all CBOCs. 6. Panic/intrusion alarm system, digital receiver, and its PC from Micro-Tech, that includes all panic alarm buttons, intrusions alarms at Cafeteria and Retail Store, and all storeroom areas at JJP VAMC. There are alarms in the CBOCs and multiple locations throughout the facility. 7. Fifteen (15) cameras at Fisher Houses 1 and 2 on JJP VAMC. 8. Cameras and monitors in Nursing Home Care Unit at JJP VAMC. (This does not include the patient monitoring system) 9. Contractor must perform monthly panic alarm tests, consisting of pressing the intrusion alarm and panic buttons. During the panic alarm tests contractor shall make certain of the following: a. The panic button plunger doesn't jam when pressed in to make contact. b. All motion sensors are functioning properly. c. There is an active telephone line communicating with the central alarm monitoring computer. d. Ensure the alarm shows up on the monitor of the computer indicating trouble. e. Inspect strobe light flashes outside on wall of Room 1C-01. f. Inspect the computer currently located in room 1C-99. g. Contractor must provide a monthly report on the panic alarm and submit the report to chief, VA Police/Designee. 10. Contractor must clean camera surfaces monthly throughout the James J Peters VAMC, White Plains, Yonkers, and Queens CBOC with a non-abrasive cleaning agent to remove all dirt and debris. 11. Contractor must be able to readily obtain the following parts for service and repair of existing equipment to keep system in good working condition and avoid any outages. A. Monitors: Panasonic PTZs (WV-CW960). B. Wiring: BNC connectors or repair degrading coaxial cables. C. Cameras: Panasonic (WV-CF324). D. DVR's: Panasonic (WJ-HD316A and their hard drives). 12. Inspect and maintain and inspect all networking equipment for the surveillance system including wiring, programming, cleaning cabinets and equipment, checking all connections, cleaning memory/stacks, update of port maps if any changes are made, software maintenance and installation of any updated programs as required by manufacturer. 13. All camera surveillance programs in 1C-01 for the surveillance system. Maintain and inspect equipment wiring, programming, cleaning monitors, cleaning computer workstations, cleaning camera lenses and covers, power supply fans and equipment, cleaning memory/stacks, software maintenance, reconfigure camera allocations and assignments if required by users and installation of any updated programs as required by manufacturer. 14. Maintain all monitors, computers, software, etc. for surveillance set up in 1B-09 and 1A-04 located at JJP VA Medical Center. 15. Provide training as necessary for Police and Security for any possible program updates that may change operational functions, existing operations, administrative operations to administrators, etc. 16. If any monitors, cameras, computers, networking equipment, etc., can no longer function properly and cannot be repaired as a part of normal preventive maintenance; contractor will communicate and notify these issues with COR, Police, and Security Chief immediately. Contractor is required submit quotes for repairs/replacements to CO, COR, and Security Chief for review and written contract modification CO approval before any action is taken. 17. Contractor to provide emergency service, with the following response time protocol after a service call is placed; within one (1) hour telephone response should be received, if onsite visit is required contractor should arrive onsite within two (2) hours of emergency call. All repaired equipment must be guaranteed/warranted for a minimum of one (1) year from date of acceptance. 18. Contractor will inspect and maintain all Aphone door access devices located within the James J Peters Medical facility, VISN building, and Community Based Outpatient Clinics. Estimated contract award date of 09/01/2024 to 08/31/2025, with four (4) annual option periods. All questions must be submitted to Jacob.Burg@VA.gov in writing via email. Oral questions will not be accepted. The cut-off date for receipt of questions is Friday August 16, 2024, at 4PM EST. All questions may not be answered, but those that are will be answered in an amendment to the solicitation. Locations of Service: 1. James J.
