The Project includes the following Work: Investigative excavation (via hydrovac excavation or other similar means) to provide visual identification of buried water service line materials at approximately 1,000 locations throughout the Village water distribution system. It is expected that most investigative excavations will take place at the location of existing curb stop valves and associated curb boxes. The project may require limited water service line replacements, as ordered by Owner/Engineer. No work shall occur between November 15 - March 15. A non-mandatory pre-bid meeting will not be held. Each bid shall be accompanied by a certified check or bid bond in the amount of five percent (5%) of the maximum amount of the bid, as a guarantee that the bidder will execute the contract and furnish the necessary bonds if the contract is awarded to him/her. Prospective Bidders are urged to register with the designated website as a plan holder, even if Bidding Documents are obtained from a plan room or source other than the designated website in either electronic or paper format. The designated website will be updated periodically with addenda, lists of registered plan holders, reports, and other information relevant to submitting a Bid for the Project. All official notifications, addenda, and other Bidding Documents will be offered only through the designated website. Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda, if any, obtained from sources other than the designated website. Contact the Issuing Office, Larson Design Group, 1 West Market Street, Suite 301, Corning, NY 14830, (607) 936-7076 between the hours of 8:00 a.m. and 5:00 p.m., Monday through Friday, with any questions pertaining to access and use of the website. Bids shall be sealed in an opaque envelope and clearly marked as a bid for the Project. The envelope must also bear the name and address of the bidder. The Supplementary Conditions set forth requirements for the payment by the Contractor and all Subcontractors of minimum wage rates for all classes of laborers and mechanics as set forth by all applicable provisions of the NY Prevailing Wage Act, and the Bid shall be prepared accordingly. The Project is being funded by NYS Environmental Facilities Corporation (EFC) and NYS EFC Mandatory State Revolving Fund Equivalency Project Terms and Conditions, included in the bid documents, apply to this contract. The Village of Bath reserves the right to waive any irregularities and to reject any and all bids and to award the contract to the lowest responsible bidder. No bidder may withdraw his or her bid within sixty (60) days after the actual opening thereof.
