El Paso Water (EPWater) is soliciting proposals to exchange/replace approximately 180,000 existing meters with Kamstrup Ultrasonic Water Meters throughout the El Paso Water Service Area. Over time, these meters have been worn out and will be upgraded with the latest technology, which will benefit customers and EPWater tracking water usage. Part 2 of this RFP provides additional information. The Contractor shall utilize as many crews as necessary to meet the installation/replacement deadlines stipulated herein. EPWater owns and operates water meters throughout the El Paso Service Area. As part of the services to be provided under this RFP, the Contractor will need to be sure to follow all procedures listed in this section. The Contractor will need to exchange/replace approximately 180,000 existing meters with Kamstrup Ultrasonic Water Meters. Within the first year of the date when the contract is awarded, 60,000 meters must be replaced by December 2, 2025. The remaining meters must be replaced throughout the remainder of the contract. Additionally, and contingent upon EPWater's decision during the proposal review period, the Contractor may need to assess, identify, and record the water service line material(s) connected to the meter. EPWater will furnish the new meters, associated materials required for the installation, tablets, and meter covers. Existing meters, tablets, and any unused materials shall be returned to EPWater upon completion of the project. Services will be performed throughout EPWater service area.

Contractor shall deliver the meter replacement work as follows: 30,000 meters by July 1, 2025.
60,000 meters by December 2, 2025.
120,000 meters TBD by EPWater.
180,000 meters TBD by EPWater. Contractor shall deliver the water line assessment work as follows: 60,000 meters by December 2, 2025.
90,000 meters by October 31, 2025 This RFP includes two (2) optional services. Referred to the Excel Bid Form. Following the 2022 EPA's Copper and Lead Rule, EPWater will continue the assessment of the water service line to determine the material type and identify those of lead or copper on either side of the meter. Part 2 of this RFP provides additional information relative to the work anticipated with this task. EPWater will decide if this optional service is added to the Contractor's scope of work during the proposal evaluation period.
