Site work and renovation of a civil project in Livermore, California. Completed plans call for the renovation of a water / sewer project; and for site work for a water / sewer project.

DESCRIPTION OF THE WORK. The Work consists of, in general, replacing two (2) variable frequency drives (VFDs) at the Booster Pump Station; installing two (2) vertical turbine pumps, a local control panel, a transformer, duct bank, and miscellaneous mechanical piping and electrical conduit installation at the Underdrain Pump Station. Additionally, a weld repair with coating touch up shall be performed inside of a potable water storage tank. All work is located at the Del Valle Water Treatment Plant (DVWTP). Question Deadline 08/28/2024 Bidders must direct all questions about the meaning or intent of Bidding Documents to District in writing (Attention: Project Engineer). District may not answer questions received less than seven (7) Days prior to the date for opening Bids. The Engineer's Estimate for this project is approximately $1,125,000. CONTRACT TIME. Work shall be finally completed within 526 Calendar Days from the date when Contract Time commences to run. The contract time is anticipated to commence on or about November 4, 2024. The District has scheduled the Del Valle Water Treatment Plant (DVWTP) potable water storage tank out of service from February 11, 2025 to March 3, 2025. Contractor shall have the interior tank repair work completed and the tank disinfected by March 3, 2025 at 1:00 pm. The District has scheduled the DVWTP out of service from January 12, 2026 to February 13, 2026. Contractor shall have the Booster Pump Station VFD DC-VFD-102 and the Underdrain Pump Station commissioned and accepted by February 13, 2026. Other specific work that shall be completed prior to February 13, 2026 is described in Specification Section 00800 (Supplementary Conditions - Division 0). REQUIRED CONTRACTOR'S LICENSE(S). Each bidder is required to have a current California Class A - General Engineering Contractor License. The bidder and/or their Subcontractor must have a current Class C-10 - Electrical Contractor License and Class C-33 - Painting and Decorating License to bid this Contract. Joint ventures must secure a joint venture license prior to award of this Contract. Removal, handling, and/or disposal of hazardous materials may by law require hazardous substance removal certification by the Contractor's State License Board. PUBLIC WORKS CONTRACTOR REGISTRATION. A contractor or subcontractor shall not be qualified to bid on, be listed in a bid proposal, subject to the requirement of Section 4104 of the Public Contract Code, or engage in the performance of any contract for public work, as defined in this chapter [1770-1784 Labor Code], unless currently registered and qualified to perform public work pursuant to Section 7029.1 of the Business and Professional Code or by Section 10164 or 20103.5 of the Public Contract Code, provided the contractor is registered to perform public work pursuant to Section 1725.5 at the time the contract is awarded. PREFERENCE FOR MATERIAL. Substitute products will be considered in accordance with Section 3400 of the California Public Contract Code. The Bidder will submit data substantiating its request for a substitution of an "or equal" item in accordance with Paragraph 14 of Document 00200 (Instructions to Bidders). Restrictions on Substitutions: As a limitation on Bidder's privilege to substitute "or equal" items, District has found that certain items are designated as District standards and certain items are designated to match existing items in use on a particular public improvement either completed or in the course of completion, are available from one source, or to determine the product's suitability for future use. As to such items, District will not permit substitution. Such items are: (i) Yaskawa U1000 Matrix VFDs; (ii) Instrumentation Cables; (iii) Square D Circuit Breaker; and (iv) Raven online A-61. The Project design includes sole sourcing the following components for the reasons described, in accordance with Zone 7's purchasing policy and the public contract code: o Yaskawa U1000 Matrix Variable Frequency Drives are sole sourced in this project to determine this product's suitability for future use at Zone 7 facilities. o Belden 88760 instrumentation cables are sole sourced in this project to match other products in use at Zone 7 facilities. o Square D 100A circuit breaker is sole sourced in this project to match other products in use at DVWTP. o Raven online A-61 is sole sourced in this project because it is the only known epoxy product of its type that is suitable for this submerged treated water reservoir application with quick-curing properties that will enable rapid return-toservice. PREVAILING WAGE LAWS. The successful Bidder must comply with all prevailing wage laws applicable to the Project, and related requirements contained in the Contract Documents. Pursuant to applicable provisions of the Labor Code, the District has implemented and shall enforce a Labor Compliance Program (LCP) for the Work. The successful Bidder shall be required to comply with all the requirements of the District's LCP and applicable provisions of the California Labor Code. In bidding on the Work, it shall be each Bidder's responsibility to evaluate the cost of complying with the District's LCP. Bidders shall include all costs of compliance with specified requirements in their bids. SUBSTITUTION OF SECURITIES. District will permit successful Bidder to substitute securities for retention monies withheld to ensure performance of Contract, as set forth in Document 00680 (Escrow Agreement for Security Deposits in Lieu of Retention), in accordance with California Public Contract Code, Section 22300. By this reference, Document 00680 (Escrow Agreement for Security Deposits in Lieu of Retention) is incorporated in full in this Document 00100. BID PREPARATION COST. Bidders are solely responsible for the cost of preparing their Bids. RESERVATION OF RIGHTS. District specifically reserves the right, in its sole discretion, to reject any or all Bids, or re-bid, or to waive inconsequential deviations from Bid requirements not involving time, price, or quality of the Work.
