Talbot County Public Schools ("TCPS") is hereby requesting sealed bids from qualified contractors for the construction of the Easton Elementary School Activity Court Project (the "Project"). The Project includes the installation of an asphalt activity court, access sidewalk extensions, and associated chain link fencing on the north side of Easton Elementary School. All improvements are being bid and contracted this fall per conditions of the project's federal ESSER funding but are to be constructed during the Summer of 2025 so as to not interfere with the regular operations of the Elementary School and Talbot County Center for Children and Families (Talbot County Health Department), as further described herein. As a further condition of the project's ESSER funding, the project does require compliance with Davis-Bacon Act wage rates. Certified Minority Business Enterprises are encouraged to respond to this solicitation. This project is to be performed on the grounds of Easton Elementary School, located at 307 Glenwood Avenue, Easton, Maryland 21601, as generally depicted on the following Location Map. All questions or RFI's shall be submitted by email only to Mr. Kevin Shafer, TCPS Director of Operations at kshafer@talbotschools.org All Bidders are required to complete and submit the TCPS Contractor Pre-Qualification Questionnaire to demonstrate that they have the requisite experience to successfully complete the Project Scope as described and must be actively engaged as a legal entity in this field for a period of no less than five (5) years at the time of bidding. Bidders shall provide no less than five (5) projects completed within the past ten (10) years of equal or greater magnitude, as deemed acceptable by the TCPS at its sole discretion. All blank spaces of the form shall be fully completed in legible ink or typewritten. (Please refer to Appendix C) Bids must be enclosed in a sealed envelope labeled with the bidder's name, address and email address of the primary contact person, in addition to bearing a label marked, "Bid Enclosed - ITB# 25-0001, Easton Elementary School Activity Court Project." Two (2) copies of the complete Bid Package shall be submitted, each bearing the original signature of an individual legally authorized to bind the Bidder to a contract. All Bidders are required to furnish a Bid Bond equal to five percent (5%) of the total Bid price from a State of Maryland licensed surety company satisfactory to TCPS, by certified check, or by bank Cashier's/Treasurer's Check A Performance Bond and Labor & Material Payment Bond in the amount of one hundred percent (100%) of the Contract price will be required from sureties licensed to do business in the State of Maryland and satisfactory to TCPS.
