Site work for a water / sewer project in Fort Worth, Texas. Conceptual plans call for site work for a water / sewer project.

The City of Fort Worth is requesting proposals & qualifications from interested and qualified engineering consulting firms or other qualified firms to perform engineering, design, permitting, and professional services necessary for the following projects: Cast Iron Water Main Replacement - Downtown Fort Worth Area; The request for qualifications from qualified engineering firms, is for the preparation of plans and specifications for the replacement of Cast Iron Water lines within the Downtown Area of the City of Fort Worth (See Attachment 1 - Water & Sanitary Sewer Replacement - Downtown Fort Worth) Replacement of existing cast iron water lines, installed before the general use of ductile iron pipe and PVC pipe, is major goal of the Fort Worth Water Department (FWWD) due to cast iron pipe's leakage and break rate record. The FWWD has routinely replaced cast iron waterlines as part of water replacement/replacement/rehabilitation projects and in support of street bond (street rehabilitation) projects. However, due the consequences (street damage and flooding) of water line breaks, FWWD is placing a special high priority on replacement of cast iron water lines in the downtown area. Generally, the project consists of the design for the replacement of existing cast iron water lines and possible replacement/rehabilitation of existing sanitary sewer mains (adjacent or in the immediate area), that may include water/sewer plan and profile, traffic control, storm water pollution prevention, and street pavement rehabilitation/replacement, contract documents and specifications and where necessary top of curb profile. Preparation of appropriate easement documents, permits (Railroad/TXDOT/USACE) and other support documents may be required. Due to the size of this project, the City may elect to split the work between multiple consulting firms. Currently there are two projects in progress that are directly related to the proposed cast iron water project. First, the City of Fort Worth Transportation and Public Works Department (TPW) has an ongoing program of paving replacement in the downtown area. Second, there is a Cast Iron Water Transmission Main (16-inch and larger Pipelines) Replacement Project in progress for the Downtown area. The Engineer, as part of this project will: 1. Review the downtown water system to identify cast iron water lines in the downtown area and possible replacement/rehabilitation of existing sanitary sewer mains (adjacent or in the immediate area). Coordinate with TPW for paving repair or street reconstruction requirements. 2. Coordinate with TPW concerning future downtown pavement replacement projects for cast iron water line (and sanitary sewer line) replacements. Coordinate with City Development Services Department for cast iron water line (and sanitary sewer line) replacements before upcoming major downtown development/building projects. 3. Evaluate risk rating on downtown cast iron water lines. 4. Submit a design report with proposed replacements with any possible alternatives (if any), prepare cost estimates, and any right-of-way/easement/permit requirements, and recommendation for phasing. The design report should include: a. Listing/map of cast iron lines under recently repaved street for future reference (not to be replaced at this time). b. Listing/map of cast iron lines to be replaced (or removed) and what size the replacement line should be on a possible priority basis, including possible replacement/rehabilitation of existing sanitary sewer mains (adjacent or in the immediate area). Future TPW paving project schedule to be a major priority issue. c. Develop prioritization & sequence plan and look at possible multiple replaceementy contracts. d. Identification and location of water service connections and fire line connection to including material. 5. Provide information for City staff to update City's hydraulic model for Holly Pressure Plane. 6. Prepare construction plans and specifications, to include, water service replacement, traffic control plans, storm water pollution prevention plan, and other water miscellaneous details, to include any adjacent sanitary replacement/rehabilitation and street reconstruction/permanent repair. 7. For all construction projects, provide assistant during the bidding process to include conducting the Pre-Bid Meeting, coordinating RFIs/Addendums. After bids are receive, provide bid tabulation and recommendation of award of contract 8. Assist the City staff in preparing and holding public meetings for this project. Public outreach and notification are prerequisite to all construction activities. 9. Provide construction assistance as necessary to review construction submittals. RFIs, change requests, and prepare Record Drawings. 10. Fort Worth Water Department will be responsible for construction administration and inspection. The City may split this project into one or more construction projects design parts to allow for earliest possible construction completion for the sections available for construction. The Budget for the engineering services for this project is $1,575,000. The overall project may be broken into multiple construction phases, to accelerate the design and construction schedule. Individual phases (if used) will be released for construction (advertisement & award) as soon as the design in complete. The objective is for the construction projects to be started as soon as possible. The overall project design should be complete with 12 months after NTP. o Experience with Related Projects and References: Provide a record of five projects similar in size and scope to this project and completed within the past ten years. Proposed project staff with experience on similar projects, should also be identified. o Business Equity Compliance Efforts: All Offerors shall note that it is the policy of the City of Fort Worth to ensure the full and equitable participation of Business Equity (Minority and/or Women Enterprise) Firms in the procurement of goods and services. If the total dollar value of the contract is greater than $100,000, then a Business Equity goal may be applicable. The Business Equity participation shall be associated within the six (6) county geographic marketplace that have been accepted by the City of Fort Worth. The City's geographic marketplace includes the counties of: Tarrant, Dallas, Denton, Johnson, Parker and Wise. Offerors are strongly encouraged to obtain a listing of certified firms from the City of Fort Worth's Business Equity Division at (817) 392-2674 or email DVIN_BEoffice@fortworthtexas.gov, to confirm that each Business Equity firm that it intends to use is located in the geographic marketplace and accepted by the City that will be counted towards the goal that will be established at the appropriate time. The diverse Business Equity participation plan shall be part of the evaluation criteria. Please note, the City's Business Equity Division has recently modified and adopted an updated ordinance, as of 01/01/2021. Please contact Business Equity office for details. BUSINESS EQUITY REQUIREMENT A Business Equity Goal for this project is TBD. Consultants shall submit their Business Equity utilization plan with their proposal. Failure to submit the Business Equity plan with the proposal will render the proposal non-responsive. The Business Equity plan will be part of the weighted selection criteria.
