This project involves the reconstruction of three roadways within the Borough. The following roads will be milled and overlayed: S Main Street between Walnut Street and Pikeland Avenue (450 FT +/-), Earl's Alley from S Church Street to the crest of the hill (450 FT +/-), and Gay Street from S Main Street to the Schuylkill River Trail crossing (330 FT +/-). This project will have various areas of base repair and crosswalk striping. The roadway paving and repair portion of the project will include hauling, equipment and labor only. All of the Superpave asphalt material required for this project will be purchased directly by the BOROUGH. The successful bidder will be required to pay the online Program a fee of 1/3% of the contract value award. There is a minimum award fee of $100.00 and a maximum of $5,000.00. Proposals shall be accompanied by a Bid Bond in the amount of ten percent (10%). Proposals shall be effective for 90 days from the date of opening. The successful low bidder will be required to provide a Performance Bond equal to one hundred percent (100%), a Labor and Material Payment Bond equal to one hundred percent (100%), a worker's compensation affidavit, and a certificate of insurance naming SPRING CITY BOROUGH and LTL Consultants, Ltd. as additional insureds, all within 20 days after the contract is awarded. A Maintenance Bond equal to fifteen percent (15%) of contract price and extending for a period of 18 months after substantial completion is required. SPRING CITY BOROUGH reserves the right to waive any non-material defects or irregularities in the bid, and to reject any or all bids or portions thereof.
