Deadline for Written Questions Tuesday, August 20, 2024 4:00 p.m. City Response to Questions (anticipated) Wednesday, August 21, 2024 4:00 p.m. The City of Raleigh (COR) is soliciting proposals from one or more firm(s) with which to contract for the following services: This Request for Proposals (RFP) process is intended to identify multiple vendors to contract with for tree maintenance, arborist services, and replanting, with the City of Raleigh Parks, Recreation, and Cultural Resources Department (PRCR). The RFP is intended to solicit proposals for their inclusion on a pre-approved list of vendors that, once under contract, will be able to respond to various project scopes of work. The services will incorporate elements of one or more of the project categories listed below, which include a variety of urban forestry practices such as tree planting, tree pruning, tree removal, inventory/data analysis, and arborist services. Services will be scheduled through an "on-call" process where PRCR staff will identify specific projects, develop a detailed scope of work for each project, and select the preapproved vendor(s) for the projects most suited to the skills, experience, capabilities, and/or expertise of the vendor(s). As specific projects are developed by PRCR, vendors will be asked to provide quotes based on project specifics and labor/equipment needs. Project Categories may require specific licenses and/or certifications as specified by Federal, State, and Local regulations - successful vendors will be expected to provide proof that they possess the necessary licenses and/or certifications required to perform the services outlined under the respective Project Category/Categories. Successful vendors are not required to offer services that satisfy the requirements of every Project Category and can submit proposals for the specific project category or categories that are best suited to their organization. Awarded Contractor shall provide services, as set forth in this RFP and more particularly described in this Section 4. The Contract shall have an initial term of five (5) years, beginning on the date of the Contract award (the "Effective Date"). The City will give the Contractor written notice of its intent to exercise each option no later than thirty (30) days before the end of the Contract's then-current term. In addition, the City reserves the right to extend a contract term for a period of up to 180 days in 90-day-or-less increments. SCOPE OF SERVICES General stipulations o The successful vendor will need to provide all labor, equipment, permits, and materials unless otherwise noted in the specific statement of work. o Some services may require maintenance periods for a specified timeframe after the completion of initial management actions, and some services may require singular concise management actions without the demand for continued maintenance periods. o Vendors will be expected to utilize consistent GIS/GPS tools and methods to record, track, and report completed work. PRCR staff can work with vendors to adopt/utilize recording tools and techniques that are suitable for all involved parties. o Performance standards/requirements will be issued on a project basis, and PRCR staff will be responsible for approving/certifying completed work. Any necessary change orders or amendments to the contract must be formally approved before work is performed. o Once a bid is awarded, a mandatory on-site meeting will be held with the successful vendor prior to the start of any work. o Contractor has 30 days (including weekends) to mobilize and begin work after each Scope of Work is fully executed by both parties.
