The Project includes the following Work: The Project consists of roadway improvements including millng, surface course, manhole top adjustment, and repair of subsurface failure. The Project has an expected duration of 80 days. Pre-bid Conference There is no pre-bid conference scheduled for this project. Instructions to Bidders. For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda, if any, obtained from sources other than the Issuing Office. A. Scope of construction work is shown on drawings and specified in other sections. B. Notice: In no event is a product to be used in this project known to contain any hazardous or toxic waste or material, radioactive materials, or other contaminants, the removal of which is required or the maintenance of which is prohibited, regulated or penalized by any local, state, or federal agency, authority or governmental unit. If any product is inadvertently specified which contains such materials, it is the Contractor's, subcontractor's and supplier's obligation and duty to advise the Engineer of this fact prior to the ordering and/or installing of the product or material. C. Construction Staking: 1. The Contractor shall provide all labor, materials and equipment required to properly stake the work covered by these Specifications. 2. There will not be a separate pay item for this work. Cost for such work will be included in the bid price for the proposed construction. D. Gas Main Repair: 1. Gas mains are within the project limits. Before any construction is begun, the Contractor will have a representative from the gas utility company locate all high-pressure mains, lowpressure mains, and all house service lines that will be crossed during construction. The Contractor shall and hereby does assume entire responsibility for determining the exact location of all gas mains and their proper protection, support and maintenance during all construction operations of this project. 2. Should the trencher or a backhoe hit or damage the gas main during construction of the sewer lines, the gas main or gas service shall immediately be repaired. 3. Should the trencher or backhoe yank or bend the gas main substantially, the Contractor shall check the gas main above and below the ditch excavation for possible breaks in the gas main. 4. Any damage should be followed by a call to the gas company and an expert should review the damage and repair before it is backfilled. E. Existing Utilities, Structures, or Obstructions 1. Prior to any excavation, it shall be the responsibility of the Contractor to locate and avoid damage to any existing water, underground utility or structure. The Contractor shall contact the Utility Departments or other responsible agencies to obtain location drawings or other assistance in the location of existing underground work. Avoid all surface obstructions and protect same from damage. 2. All fencing, shrubbery, hedges, flowers, etc. shall be moved and replaced in as good or better condition as found at no extra cost to the Owner. 3. The Contractor shall repair or pay for all damage caused by his operations to any existing utility property, public property, or private property, whether it is below ground or above ground, and shall settle in total cost all damages which may arise as a result of his operations. 4. Prior to construction, the Contractor shall videotape the proposed routes of the water main and service for a record of conditions prior to crossing property. One copy each shall be provided to the Owner and the Engineer. 5. Protect non-owned vehicular traffic, stored materials, site and structures from damage. F. Milling: Milling adjacent to the gutter is required where there is curb and gutter and side streets. Milling shall be 1.5-inches deep at the gutter and zero inches a distance of 5-feet from the edge. A wider milling machine may be used but no wider than 7-feet. G. Traffic Control Measures: Residential Streets: Traffic control measures shall be implemented such that one lane remains open throughout construction. Flagmen shall be employed to control traffic. This work shall be done in accordance with TDOT's Standard Specifications for Road and Bridge Construction. There is no special line item on the bid form for this work H. Subsurface Repairs: Some of the roadways on this project have areas where utility trenches have settled. A surface repair is not adequate. The bid form shows the estimated dimensions. However, it shall be the Contractor's responsibility not to damage any underground utilities. Backfill with compacted CR610 to within 3-inches of the surface. Then lay 2-inches of TDOT 307BM2. Then add the surface course TDOT 411-E. The repair trench shall be no wider than 5-feet unless approved by the Engineer. I. Asphaltic Concrete: Patch Repairs and Resurfacing: Some patch repairs are needed on roadways. Patch repair shall include removal and disposal of 6-inches of failed asphalt and base. The area shall then be patched with 6-inches of compacted asphalt base, which shall be TDOT 307BM2. Resurfacing shall be 1-inch of compacted TDOT 411-E surface mix. Due to irregularities in the road, the tons of surface course will be based upon approximately 1 1/2 -inches.
