This is a combined synopsis/solicitation for commercial products prepared in accordance with FAR subpart 12.6. This announcement constitutes the only solicitation; proposals are being requested and a separate written solicitation will not be issued. This synopsis/solicitation is issued as a Request for Quotation (RFQ), unrestricted under NAICS 321114. FAR Clause 52.212-1, Instructions to Offerors, applies. Under FAR Clause 52.212-2, Evaluation-Commercial Products and Commercial Services, award will be made to the lowest-price offer that, at a minimum, meets technical specifications presented herein. Options will be evaluated IAW FAR 52.217-5. Offerors are advised to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Products and Commercial Services, with quotation packages. FAR 52.225-1 Buy American Act applies; offerors must complete the Buy American Certificate at 52.212-3(f). Western Area Power Administration, Sierra Nevada Region has a requirement for a Base Quantity of 69, and an Optional Quantity of 22 (see 52.217-7), Wood Poles as described in attached Specifications. All products must be factory new, not used/like new or refurbished. Any used products will not be accepted. Quotes shall be firm-fixed price and FOB Destination. Advanced notice of shipping is required; see addenda clause WES-F-2001.
