City of Bellingham (City) is seeking written statements of qualifications from engineering consulting firms with expertise in the design and permitting of environmental cleanup projects at sites with contaminated soil and groundwater. PROJECT DESCRIPTION The City of Bellingham ("City") is issuing this request for qualifications (RFQ) (Invitation No. 47B-2024) from engineering and environmental consulting firms interested in providing professional consulting services for the McKenzie Street Contaminated Site Cleanup Project, City Project Number EU198. The parcel of 200 & 210 McKenzie Avenue is in Bellingham, WA within the Fairhaven Neighborhood. The parcel is adjacent to the Post Point Wastewater Treatment Plant, which lies to the southwest. The buildings on the parcel currently house storage and facilities for the Treatment Plant and a plastic boat builder. Since 1904, the property has been used for plastic and fiberglass boat manufacturing, as well as various metal forging and fabrication operations. Petroleum storage tanks were present on the property from 1904 to the 1980s. Heavy metals, arsenic, lead, and petroleum contamination have been identified at the site through groundwater monitoring; and layers of metal waste, broken glass, and refuse were found in the soils through the excavation of test pits. More information on the history of the site and nature of the pollutants can be found in Attachment C, Remedial Investigation and Feasibility Study (RIFS) completed for the City by All4, LLC, which was most recently revised on May 17, 2024. As the city intends to use this property to allow for future expansion of the Post Point Wastewater Treatment Plant, remediation of the site is required for the safety of our community and to adhere with local, state, and federal requirements. Section 3.6 of the RIFS details potential alternatives to the remediation, the City's preliminary choice is Alternative 1. The City requests assistance in determining those requirements and relevant regulations and obtaining permits needed to complete the remediation work. This contract will include preparation of bid-ready documents to perform the remediation work. Funding will be from the City's sewer fund. Services, including professional engineering services, permitting development, public outreach, cultural resource consultation, construction engineering and/or administration, and long-term site monitoring support may be added/removed from the contract contingent upon funding availability and project needs. This project is funded through City of Bellingham sewer utility funds. The method of Contractor Selection has not been Determined at this time. The City reserves the right to postpone making the award for a reasonable length of time, to reject all bids/quotes/proposals or parts of bids/quotes/proposals as may be in the best interest of the City.
