MINIMUM QUALIFICATIONS The qualified candidate cannot have any pending, or current business-related lawsuits. Businessrelated lawsuits occurring in the previous five (5) years that may materially affect the ability to provide the goods or services described in this RFP must be disclosed with an explanation for review. Nondisclosure is considered breach of contract. If non-disclosure is discovered during contract performance, the contractor will be dismissed from the project with non-payment for any work completed. The qualified candidate must not be currently involved in litigation with the City of Detroit nor involved in litigation with the City of Detroit during the last five (5) years. The qualified candidate must not have any outstanding regulatory issues nor have had any regulatory issues during the last five (5) years that may materially affect its ability to provide the services described herein. The qualified candidate may provide information on any outstanding regulatory issues with an explanation for review. The qualified candidate will be current on all taxes - real estate and personal property - owed to the City of Detroit. The qualified candidate will provide two (2) client references for which the same, or similar goods have been provided. ADHERENCE TO TERMS OF PROPOSALS A proposal once accepted by the City of Detroit, may become a binding contractual obligation of the respondent. The failure of a successful respondent to accept this obligation and to adhere to the terms of the respondent's proposal may result in rejection of the proposal and the cancellation of any provisional award to the respondent. REJECTION OF PROPOSALS The City of Detroit expressly reserves the right to reject any and all proposals, waive any nonconformity, re-advertise for proposals, to withhold the award for any reason the City determines and/or to take any other appropriate action that is in the best interest of the City. A. Protests. Protests can be filed with the Office of Contracting and Procurement and the Detroit Department of Transportation. Interested parties aggrieved by a solicitation or the award of any resulting contract, may file written notice of protest to the following: City of Detroit Chief Procurement Officer 2 Woodward Avenue, Suite 1008 Detroit, MI 48226 "Procurement Protest" B. At a minimum, such protests shall include: 1) name of protestor; 2) solicitation/contract number and description; and 3) statement of grounds for protest (reference specific text in the solicitation, bid or contract document that is at issue). C. Suppliers have the right to protest any aspect of the solicitation, evaluation, or selection process of a City procurement. All supplier protests must be submitted in writing within 5 business days of the bid solicitation, bid due date, and/or award of a City procurement. The Chief Procurement Officer (CPO) or Deputy CPO has the sole authority to respond to and act upon supplier protests. D. The decision of the Chief Procurement Officer or Deputy CPO is final and is not subject to appeal. Should the procurement being protested be funded through the Federal Transit Administration, the interested party, upon exhaustion of all administrative remedies may pursue the protest by submitting the protest information to the Federal Transit Administration, Regional Office within five (5) working days of the date when the protestor received the final decision from the City's CPO. BACKGROUND/DESCRIPTION OF ENVIRONMENT The City of Detroit Department of Transportation (DDOT) has a mission to provide public transit services that are reliable, clean, customer-focused, safe, and secure. To complete that mission, DDOT must modernize its bus stop infrastructure with digital information for a safe and enhanced safety and experience. Operating fixed-route and paratransit service, DDOT is the largest transit provider in the state of Michigan. DDOT provides service for Detroit, Hamtramck, and Highland Park riders 24 hours a day, 365 days a year. Increasing by over one million riders from a year prior, DDOT transported over 11 million riders in 2023. Considering this, DDOT has increased its workforce to match demand, and is working to improve other aspects of the system. DDOT seeks a request for proposal for various digital amenities at bus stops to improve rider satisfaction while waiting for a bus. Requested amenities include high resolution digital signs to display real-time arrival information, ADA compatibility (talk-to-text, braille, etc.), lighting, etc. The bus stop signs must have a solar powered option and mounted on pylons/poles or bus shelters as specified by DDOT. The signs will be used to display real-time information. The real-time arrival information would utilize existing General Time and Frequency Specification (GTFS) and Application Programming Interface (API) (Clever Devices CAD/AVL) to display the estimated arrival times and/or wait times. DDOT's has a need to provide a better waiting experience system-wide, this will require an adaptable, maintainable, and efficient digital system for providing information. SCOPE OF WORK Divisions within DDOT will work with the Contractor individually; and will schedule releases, or purchase orders against the contract as needed. The following are services and/or items that the successful consultant(s) will be required to provide to the City of Detroit: Base Sope o DDOT is requesting one quote, to be ordered as needed for 200 digital signs with an ADA text-tospeech device and a-la-carte options, such as pylons, solar panels, power storage, a signpost, and bus stop lighting. o Hardware (e-ink digital sign, pylon and/or pole mount, solar panel, convergent ADA technologies, and battery) must be included as described below in technical specifications. o Software must be able to display real-time, next bus arrival times by route using GTFS-RT or API via DDOT Clever Devices data systems. o Content management system (CMS) must be included. o Must be capable of remote monitoring, support, and reset. Also capable of customization of content, real-time feeds, email alerts, and more as offered by vendor Hardware: o Display: o Include pricing for various digital sign types: low power e-ink displays or LED/LCD/Other o Include pricing for all sign sizes available o High resolution (full HD, 1920 x 1080 pixels or better) o Able to display real-time content (via API or GTFS-RT) o Power permitted; brightness legible in direct sunlight (dynamic dimming preferred) o Preferred ability to display graphic images and/or video o Preferred to provide for at least one method of audio equivalence o Preferred ability to mount to pylons of various sizes o Power source o Must be solar powered o Must be able to connect with AC power hardline as necessary, DC power compatible o Must include charge controller specifications o Power storage - battery backup: o Able to operate for minimum 3 days on battery power o Must be able to operate in 4 season environments o Convergent ADA technology - ADA audio technology o Real-time information text-to-speech device o Must include braille for interaction with buttons/devices o Mount options o Include square signpost o Pylon mount o Lighting o Must be activated to turn on, such as a button or sensor that turns lighting on for limited time Installation: o Provide option for DDOT to install, or pricing for install by vendor o Quote must include detailed instructions on installation including: o Level of education required for installation o List of tools required for installation o Pylon/pole mounting o Must include list of pole/pylon types devices can be installed o Operating and storage temperature -20C to + 60C o Weather resistant, vandal resistant, shock/impact resistant, able to withstand high vibration with no exposed access to ports. o Pylon/pole mounting o Must include list of pole/pylon types devices can be installed Content Management System (CMS): o Cloud based o Allows for customization of content. o Able to display next bus departure times for multiple routes o Able to integrate next-bus displays from multiple transit providers - i.e., able to integrate data from third parties o Able to display images at high quality o Preferred able to display various messages to riders (such as schedule alerts, QR codes, etc.) o DDOT must have authenticated access to vendor's CMS o Real-time feed o Email alerts o May include lack of cellular connection, low on battery, maintenance alerts, etc. o Remote capability to reset the sign, support, and monitoring Wireless Cellular Connectivity: o Wireless connection compatible with City of Detroit provider and speed sufficient to support real-time, up-to-date information displays o Must justify capabilities with solution proposed Additional: o Warranty o 3 years preferred, may provide multiple options. o Service level agreement o Propose incident response o Product Lead Time from Purchase Order to Delivery o Maximum 16 weeks or best offer o Preferred to provide any additional information or features about vendor's products that are not discussed herein.
